PURPOSE

The Project Manager IV for the Center for Advanced Aviation Technologies (CAAT) operating under the general direction of the Project Director of CAAT oversees the planning and execution of large-scale projects. This role is responsible for developing and implementing project plans; managing and tracking budgets; monitoring timelines and deliverables; and preparing periodic evaluations and reports.

The Project Manager IV also oversees CAAT consortium members by tracking schedules and deliverables coordinating meetings and providing regular status reports for CAAT task order projects of significant addition the position supports the Assistant Vice President and Executive Director the Project Director of CAAT (PDCAAT) the Associate Director of Grants Research and Administration (ADGRA) and CAAT partners.

RESPONSIBILITIES

Project Management: 45%

  • Manages plans and leads periodic project meetings with CAAT project members to coordinate research related activities

  • Develop and approve schedules priorities and standards for achieving goals for CAAT Task Orders

  • Manages task orders defined by the FAA.

  • Work with internal and external partners to implement applicable contracted services

  • Conduct meetings with stakeholders to schedule and coordinate activities

  • Prepare project plans timelines resources goals and deliverables

  • Lead short- and long-term strategic planning and monitor plan execution and performance of assigned task order

  • Manages project portfolios in line with business strategies and in accordance with project management standards

  • Leads CAAT consortium members through meetings task assignments and technical assessment.

  • Coordinates project resources in conjunction with resource holders and other project managers. Manages projects that the problem and solution are difficult and complicated to achieve.

  • Other duties as assigned in support of DFW area presence and coordination requirements.

Operations Support: 40%

  • Provide data calls as appropriate to all Consortium members; track as needed.

  • Provide periodic updates for AD GRA to send to the FAA on Consortium member status.

  • interface with TAMUS staff as appropriate to facilitate CAAT Consortium coordination.

  • Conduct periodic Consortium outreach on your behalf and PD CAAT with appropriate updates on upcoming meetings and news.

  • Monitor activities being performed either directly or through assigned personnel to ensure compliance with the approved project or test plan

  • Collect and integrate the results of the various project phases providing reports as required to the AVPED for ARI and the PD CAAT.

  • Manages project quality control and assurance. May have significant links to other projects.

  • Safely operates university vehicles and machinery.

Management: 15%

  • Coordination of CAAT Consortium focus area interest maintaining current data base of members and working groups

  • Input data into project manager software

  • Develop and implement department guidelines and standard operating procedures

  • Write final formal report on projects for internal and external clients

  • Act as the ARIs single point of contact/entry for all Consortium Members on Consortium Agreement coordination markup signature and filing in close coordination with ADGRA.

  • Establishes goals for project deliverables. Applies current best practices in vendor selection contract negotiation and project lifecycle.

  • Manages and Supervises projects subcontractors and professional staff

QUALIFICATIONS

  • Bachelors Degree in an applicable field

  • Nine (9) years of related experience

  • Additional education/experience may be considered as a substitution for the minimum experience/education qualifications:

    • High School Diploma/GED and Thirteen (13) years of related experience OR

    • Associate degree in an applicable field and Eleven (11) years of related experience OR

    • Masters degree in an applicable field and Seven (7) years of related experience OR

    • Doctoral degree in an applicable field and Five (5) years of related experience.

KNOWLEDGE SKILLS AND ABILITIES

  • Maintains valid drivers license

  • Evidence of persuasive communication and public speaking skills

  • Strong written and verbal communication skills

  • Intermediate proficiency in Microsoft Office Suite

  • High level of articulation and professionalism

  • Exceptional attention to detail

  • Critical thinking and proactive problem solving

  • Ability to take initiative and identify opportunities for improvement

  • Ability to either work in a team environment or independently with minimal guidance

  • Ability to manage and prioritize tasks resources and time effectively

  • Strong organizational leadership and supervisory skills managing professional staff

  • Experience working with federal state and local agencies

PREFERRED QUALIFICATIONS

  • Masters Degree or higher in Project Management Business Administration Aviation or related field

  • Project Management Certification

  • Experience in the aviation industry

  • Experience setting and achieving strategic objectives

  • Experience coordinating and managing stakeholder working groups and projects

SALARY: Up to $8504.09 Monthly ($102049.08 Annual Approximately)

NOTE:

  • Required to work in Fort Worth Texas office location.

  • This position has the possibility to be hybrid/partially remote.

  • This a grant-funded position. Continued employment contingent upon available funding.
