Core Responsibilities:

This position is essential to the daily operations of the long-term service and support (LTSS) programs serving older and disabled this position you will provide housing transition support housing information and referral housing assessment to enrollees of Maines Money Follows the Person demonstration grant and for adults statewide. You will also engage in program and policy development related to long-term care housing services. This role will act as a key liaison between DHHS and Maine State Housing Authority and other entities overseeing and supporting activities related to housing development and expansion initiatives. You will oversee and manage contracts and services which include Maines Assisted Living Facilities and Independent Housing with Servies Programs ensuring their effective implementation. Your role will involve leading meetings offering technical support and ensuring compliance with contracts and best practices. Additionally you will conduct site visits offer prompt feedback analyze data and prepare reports with recommendations.

In this position you will:

  • Develop and assist private non-profit housing corporations subsidized housing and other housing programs to develop a statewide program.
  • Develop and write grant applications and complete required grant reporting.
  • Develop resources applications and proposals for funding housing and housing related projects.
  • Provide program oversight and quality monitoring of at least three (3) LTSS programs including but not limited to: Independent Housing with Services Assisted Living and Independent Support Services.
  • Convene facilitate and document quarterly meetings of providers for both state-funded Assisted
  • Living and Independent Housing with Services programs to discuss residents and programmatic needs.
  • Serve as a key liaison with Maine Housing and local housing authorities to ensure the housing needs are represented and collaborate on housing initiatives as needed. This will include serving as the LTSS lead on the 811 Project Based Rental Assistance Housing Initiative.
  • Work with programs within the OADS including Money Follows the Person Demonstration grant to develop housing alternatives in the community.
  • Conduct statewide housing reviews/ assessments as needed.
  • Coordinate with clients and case managers to ensure effective delivery of housing support for the designated population.

Minimum Qualifications:

Two (2) years experience in aging-related housing development advocacy urban planning gerontology or community development; and a bachelors degree in a Social Service Social Work Public or Business Administration or related area. Equivalent work experience may be substituted for education on a year-for-year basis.

The backgrounds of well-qualified candidates should demonstrate the following competencies:

  • Knowledge of state and federal housing and community development programs for older adults and individuals with disabilities
  • Experience with contract management budgeting and grant writing
  • Ability to develop implement and manage comprehensive social service programs.
  • Understanding of housing policies regulations and available resources
