The Chief Technology Officer (CTO) will be a visionary leader and executive advisor with proven experience in providing strategic leadership to Technology and Business Intelligence teams and serving as a key partner to senior management and program leaders.

This leader will be responsible for collaborating with business leaders outside thought leaders and commercial partners who can turn strategy into disruptive and transformational digital technology. The CTO will oversee all organizational and technology and its resources.

The incumbent will be responsible for establishing the organizations strategy lead system engineering and technical teams and ensure that the Information Function is effectively using its technical resources both in-house and that are contracted. This position will align technology vision with business strategy by integrating company processes with the appropriate technologies. They are also responsible for all aspects of developing and implementing technology initiatives within the organization.

Technology oversight responsibility includes leading technology strategy budget oversight researching and implementing new technologies maximizing the benefit of IT vendor services and relationships ensuring satisfaction levels establishing best practices preparing for change and growth and maximizing return on technology investments.

Key Responsibilities

Strategy Architecture & Transformation

  • Partner and regularly communicate with key stakeholders to confirm strategy build roadmaps and ensure tactical execution for Technology and Business Intelligence. Plan jointly for agency growth and positive employee experience.
  • Manage and oversee all aspects of Technology to advance the strategic plan of the organization through both internal resources and external partners/vendors.
  • Evaluate and apply new technology to support initiatives and action plans and identify issues and process opportunities and implement improvements.
  • Drives technology strategy by owning and driving evolution of key strategic technologies and technical architecture.
  • Builds Strategic partnerships with key stakeholders to better understand organizational goals and objectives to be applied when evaluating technical architecture and fit within the organizations environment.
  • Makes Digital capabilities an integral part of the technology strategy by bringing digital fluency into business models.

Operating Model & Delivery Excellence

  • Head the Technology and Business Intelligence organizations.
  • Coach internal directors/managers and support recruitment and training to maintain staffing levels.
  • Head a value driven organization enhancing support of business processes and creating positive impact in performance.
  • Support the creation of a culture that fosters innovation flexibility and adaptation.
  • Ensure that the appropriate resources are responding to staff in a timely and effective manner.
  • Monitor audit and as necessary coordinate IT activities of other departments and business units to remain abreast of the status of technology activities and development initiatives.
  • Produces and oversees high level Key Performance Indicators (KPIs) for their area within IT and in certain instances for the IT department in its entirety.
  • Understands outsourcing and management of an outsourced infrastructure function.

Data Analytics & AI

  • Enhance knowledge and elevate decision-making in the agency through business intelligence.
  • Collaborates with the Data Analytics team to develop strategies on data acquisition agreements warehousing analytics machine learning and Artificial Intelligence (AI).

Security Risk & Compliance

  • Monitor security and risk for Technology and ensure operational compliance and risk is well managed and acceptable.
  • Identify potential areas of compliance vulnerability and risk develop and implement corrective action plans for resolution of problematic issues and provide general guidance.
  • Serve as Chief Information Security Officer; enhance information security through both technology and staff awareness and lead systems aspects of HIPAA compliance especially with electronic health information.
  • Oversight includes system security backup and recovery processes compliance and policies.
  • Directs development and execution of an enterprise-wide disaster recovery and business continuity plan.

Vendor Strategy & Financial Management

  • Plan and oversee budget for Technology and Business Intelligence and assist agency budgeters to ensure accurate planning and cost distribution across the agency.
  • Evaluate cost effective solutions and recommend investments in line with agency objectives.
  • Monitor ongoing cost and negotiate vendor contracts.
  • Provide forecast and fiscal year budget recommendations.
  • Ensure auditability for relevant spending.
  • Comply with financial directives.

Leadership & Stakeholder Engagement

  • Demonstrated competency interacting effectively at all levels up to and including executive leadership and the Board of Directors with both technical and non-technical executives.
  • Strong proven visionary leader and strategic business partner with a passion for customer service highly motivated and self-directed.
  • Superior analytical skills excellent writing and presentation skills with effective skills in negotiation contracting and change management.

Innovation & External Engagement

  • Demonstrates a high tolerance for bold initiatives such as starting new businesses acquiring new leading edge technologies and investing in innovations.
  • Oversees innovation and develops patenting of intellectual property inventions and business processes when necessary.
  • Builds a strong network of people technologies and ideas inside and far outside of the company such as connections with startup community scans for potential partnerships acquisitions or complimentary capabilities to reinvigorate the IT function.
  • Experience identifying technology trends developing secure architecture integrating enterprise systems and depth of knowledge in information security with experience in risk audit and compliance management.
  • Defines and communicates corporate procedures policies and standards for the organization for acquiring implementing and operating new network systems equipment software and other technologies.

Qualifications

  • Bachelors degree is required. Masters degree in information systems or business management is preferred
  • 15 years of previous professional information technology experience including 5 years at director level or above
  • 5 years of experience effectively managing a multi-million-dollar budget
  • Evidence of training in information security IT best practices and frameworks and project management is preferred
  • Previously operated a mission-critical technology and multi-site environment while maintaining a culture of innovation and productivity bringing digital fluency into business models

Compensation

Range: $295000.00 $325000.00/annual
