Description of Work

The Environmental Program Consultant / Health Risk Assessor supports the Health Assessment Consultation and Education program by conducting public health and toxicological risk assessments for contaminated or hazardous waste sites across North Carolina. This position evaluates chemical exposures assesses potential public health risks and develops recommendations to reduce or eliminate harmful exposures. It gathers and analyzes environmental toxicological epidemiologic medical and health outcome data to understand human exposure pathways and address community health concerns.

The Environmental Program Consultant / Health Risk Assessor applies advanced scientific principles and independent analysis within a program of significant environmental and public health complexity. The consultant contributes expert guidance to support environmental decisionmaking and public health protection.



Key Duties Include:
- Conduct public health and toxicological risk assessments for hazardous waste sites using established guidelines.

- Evaluate chemical exposure data to determine public health risks and develop recommendations that reduce or eliminate exposures.

- Gather and analyze environmental toxicological epidemiologic medical and community health data related to human exposure pathways.

- Assess potential or known risks associated with contaminated sites by interpreting scientific data and exposure information.

- Prepare scientific analyses written documentation and summaries that inform environmental health decisions.

- Apply environmental and scientific principles to support research planning and complex program activities.

- Manage components of environmental projects by coordinating data evaluation planning tasks and interactions with partner agencies.

- Develop recommendations and management alternatives that address identified environmental health risks.

- Communicate environmental findings concerns and recommended actions to community members partner agencies and program stakeholders.

- Support educational and consultative activities that strengthen environmental health understanding within the program.

Knowledge Skills and Abilities/Management Preferences

Salary Requirement: $63927.00 - $111871.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated experience applying ATSDR public health assessment guidance to evaluate chemical exposure pathways at contaminated or hazardous waste sites including interpreting environmental sampling results and translating findings into clear public health recommendations.

  • Documented history of conducting human health risk assessments at Superfund NPL or similar contaminated sites using toxicological epidemiologic and health outcome data to characterize risk and support decisionmaking.

  • Proven track record of managing complex multistakeholder environmental health projectsat an intermediate or higher proficiency levelincluding planning project phases coordinating data collection maintaining timelines and producing deliverables aligned with federal cooperativeagreement requirements.

  • Demonstrated experience developing and reviewing technical documents such as exposure evaluations health consultations or site summaries incorporating advanced data analysis using scientific software or databases to support conclusions.

  • Established history of collaborating with local or state public health partners to address community health concerns including facilitating data exchange preparing briefings or educational materials and supporting coordinated public outreach efforts.

The Occupational and Environmental Epidemiology Branch deals with environmental and occupational conditions and hazards that may pose a risk to human health. OEE identifies and quantifies exposures to environmental and occupational contaminants; conducts risk assessments and risk communication; provides medical evaluation and surveillance for adverse health effects; and provides health-based guidance on levels of exposure to such contaminants.
