Description of Work

The North Carolina Child Support Program operates in accordance with the Public Law 93-647 North Carolina General Statutes. and Federal Regulations. Services provided by the IV-D Program include the location of non-custodial parents establishment of paternity and support enforcement of support and collection and distribution of support payments. North Carolina has approximately 420000 child support cases for establishment and enforcement of child support court orders. This program is one of the few services available from the Division of Social Services that is not based on income level. Any citizen in North Carolina can receive our services upon request.

The primary purpose of this position is to act as a Unit lead for the Distribution Unit providing assistance to the Unit Supervisor and guidance to approximately 12-unit staff regarding financial processes to accurately distribute funds. Position requires the ability to coach and train unit staff regarding new as well as proven financial procedures. The Distribution Unit accepts financial adjustment requests from county caseworkers and uses thorough knowledge of financial policy and procedures to research and compose detailed instructions to reconcile individual and case accounts associated with the requests. The person occupying this position must use analytical skill and attention to detail to research complex reports to determine how money should be disbursed. This position will need thorough knowledge of the Automated Collection and Tracking System (ACTS) a large complex software program that receipts and disburses approximately $644 million each year. The Unit receives approximately 4000 requests per month. Collaborates with Centralized Collections to ensure accuracy of information reported and corrected. Auditing child support account histories are required when making determinations of adjustment needs. The position performs the accounting/reconciliation function to determine accurate payment processing for all cases. All functions duties and responsibilities are guided by proper understanding of complex intricate program policies and procedures.

Recruitment Range: $41206 - $48000

  • Strong data entry skills with proven ability to enter a high volume of data into computer systems with accuracy
  • Ability to communicate clear both in oral and written form
  • Experience with Microsoft Office or similar software
  • Experience in basic accounting activities.

This position is funded in part through federal funds.
