Description of Work
The HIV Care Program Manager position serves as the HIV Care Program Manager within the Communicable Disease Branchs HIV/STI/Hepatitis Unit and oversees statewide program operations funded through Ryan White Part B and HOPWA grants. The role manages competitive funding awards and resulting contracts supporting housing outpatient medical care emergency assistance case management and related services for people living with HIV.The HIV Care Program Manager position directs program staff responsible for developing administering and monitoring these contracts and ensures full compliance with state and federal regulations audits grant requirements and reporting expectations. Work includes coordinating programmatic and fiscal activities to ensure integrated service delivery across regional and local levels statewide. This position operates within the Public Health Division and requires strong administrative planning and supervisory capabilities consistent with the Program Supervisor II job class.
Key Duties Include:
- Administering competitive funding processes and overseeing contracts and agreement addenda for Ryan White Part B and HOPWA programs.
- Directing program staff responsible for writing managing and monitoring statewide service contracts.
- Ensuring adherence to all applicable state and federal regulations audit requirements and grant conditions.
- Developing and implementing program policies procedures and operational workflows consistent with program objectives.
- Monitoring fiscal and programmatic activities to ensure effective use of funds and alignment with service delivery standards.
- Overseeing grant application processes and preparing required reports for state and federal funders.
- Coordinating with Unit leadership and partners to integrate HIV care services across regional and local levels statewide.
- Providing supervision guidance and performance management for assigned program staff including supervisors and specialists.
- Evaluating program effectiveness and recommending administrative or operational improvements.
- Establishing and maintaining effective working relationships with internal and external stakeholders involved in HIV service delivery.

Salary Range: $60881.00 - $106544.00
Recruitment Range: $60881.00 - $99678.00

Demonstrated experience managing Ryan White Part B and HOPWA funding processes including competitive award cycles contract oversight and compliance monitoring.
Proven skill in budgeting and tracking program expenditures and unliquidated obligations using established state processes and reporting requirements.
Intermediate proficiency using the NC Financial System to support program budgeting reporting and fiscal reconciliation activities.
Documented experience applying Medicaidrelated program requirements within HIV service delivery or related public health activities.
Experience providing or coordinating services for people living with HIV within a statewide or regional public health program context.
