Roles and Responsibilities

The PM is responsible for the overall performance of contract delivery and serves as the single point of accountability for all work executed under this contract. Core responsibilities include:

Serve as the primary Contractor representative for all daily operational matters; maintain availability to the CO and COR between 0800 and 1700 Monday through Friday except Federal holidays.

Designate and oversee an Alternate PM (Service Desk Lead) who is empowered to act in the PMs absence and notify the CO in writing of both the PM and Alternate PM within 10 calendar days of contract award.

Develop maintain and submit the Quality Control Plan (QCP) within 10 days of contract award and ensure continuous compliance with performance standards defined in the PRS.

Monitor and report on ticket resolution timelines ensuring desktop/software troubleshooting is completed within 8 business hours and printer/communications issues are addressed within 4 business hours of report.

Coordinate staffing certifications and training compliance to ensure all personnel maintain CompTIA A Security WIN10/WIN11 Computing Environment Certification and MCTS Windows 10 throughout the contract period.

Ensure completion of all mandatory training (AT Level I OPSEC iWatch TARP IA Awareness) within required timeframes and submit certificates as required.

Oversee Live Field Experiment (LFX) coordination which occurs twice per year including pre-exercise preparation on-site IT support and post-exercise reporting.

Manage OCONUS and CONUS travel requirements coordinate CO/COR travel approval and ensure personnel possess required travel documentation including U.S. Government-issued passports.

Submit monthly progress reports summarizing actions across all task areas and report performance issues or potential contract impacts to the COR within 24 hours of identification.

Ensure compliance with key control physical security OPSEC and Government property safeguarding requirements including maintenance of the physical security checklist submitted monthly to the COR.

Minimum Qualifications

Education

Bachelors degree in Information Technology Computer Science Information Systems Management or a related technical discipline. Equivalent combination of directly applicable technical experience and military service may substitute for a degree.

Experience

Minimum five (5) years of experience in IT service delivery IT operations or systems administration with at least two (2) years in a supervisory lead or management role.

Demonstrated experience managing DoD or Army contracted IT services including familiarity with Performance Work Statements Quality Control Plans and COR/CO relationship management.

Practical hands-on experience with Army network environments including NIPR and SIPR systems Fort Bliss Campus Area Network (CAN) or comparable DoD installation network is strongly preferred.

Experience supporting or leading IT help desk operations for a user base of 200 or more personnel in a DoD or Federal government setting.

Technical Skills

Working knowledge of Windows 10/11 operating systems Microsoft Office 2013 and later suites Adobe Acrobat Pro and Microsoft Outlook configuration and troubleshooting.

Familiarity with desktop laptop printer peripheral and VoIP/telephone system troubleshooting methodologies.

Understanding of Army/DoD IT security requirements including IA awareness training (AR 25-2) and OPSEC compliance.

Certifications - Required

All certifications must be active at time of proposal submission and maintained for the contract period of performance:

Security Clearance

Active SECRET security clearance is mandatory at the time of proposal submission. Clearance must be maintained for the duration of the contract period of performance and all option years. The PM must be a U.S. Citizen and enrolled in DISS with an owning relationship established prior to contract performance.

Preferred Qualifications

Project Management Professional (PMP) certification or equivalent program management credential.

ITIL Foundation certification or demonstrated familiarity with ITIL service management framework.

Prior experience as a Contractor PM or Technical Lead on an Army MICC-administered contract.

Prior experience at Fort Bliss or in support of JMC TRADOC or AFC-aligned commands.

Active U.S. Government-issued passport for potential OCONUS TDY support.
