POSITION FUNCTION:

The Manager Community-Based Employment Services (Catchment Manager) runs the daily operations of this program to ensure delivery of services to clients experiencing risk of homelessness mental health and/or substance use issues as per contractual obligations to achieve program objectives and financial targets. The Manager provides staff supervision and training tracks and monitors finances ensures program policies are adhered to maintains data quality grows partnerships in the community and evaluates operational performance to ensure that it addresses the needs of the program participants the requirements of funders our consortium partners and MOSAICs administrative requirements.


KEY DUTIES AND RESPONSIBILITIES:

  • Hire/retain supervise train and evaluate team of 1 Program Assistant and 6 Outreach/support workers from partner organizations
  • Develop and maintain a strong relationship with program stakeholders including the funder representative service delivery partners and other organizations in the community
  • Provide regular communication to the team and to consortium partners on key updates and any issues that need to be addressed
  • Provide analytical data and recommendations to the director and partners that allow them to track performance of the program and make improvements
  • Provide financial management for the program including activities such as:
    • Establish systematic data collection
    • Prepare and timely submission of claims to the Ministry
    • Develop cash flow revenue projection and expenditure monitoring
  • Develop a variety of funding-related documents including contributing to proposals for program renewals new programs budgets and letters of intent
  • Provide analytical data and recommendations to the director and partners that allow them to track performance of the program and make improvements


QUALIFICATIONS:

Knowledge:

Thorough knowledge of programs services and supports for individuals experiencing or at risk of homelessness mental health and/or substance use issues.

Education:

  • A post-secondary degree diploma or certificate in a relevant field (e.g. career or employment development vocational rehabilitation social work psychology sociology human services counselling education) or a combination of training and experience related to delivering programs and services including pre-employment services for the CBES target population
  • CCDP designation (Certified Career Development Practitioner) or RRP
  • Registered Rehabilitation Professional) designation (or in process of being certified) is an asset


Experience:

  • Three or more years of experience in delivering government-funded programs that includes developing and monitoring budgets managing human resources and community partnerships.
  • Delivering full-cycle human resources management including staff recruitment onboarding and supervision & coaching development evaluation engagement and retention.
  • Coaching encouraging and motivating a diverse team
  • Building partnerships with community agencies and other stakeholders
  • Setting and monitoring a program budget and forecasting cash flow based on program trends and data analysis
  • Evaluating staff financial and overall program performance and providing strategies in response to trends.
  • Building collaborative relationships with a wide range of stakeholders including the funder rep (CAPA) partners community organizations and employers
  • Direct experience delivering direct case managed services to clients of complex needs and diverse backgrounds
  • Proposal writing experience would be an asset

COMPENSATION: $74984.00 to $84884.80 annually


HOURS: 35 hours per week; indefinite

The successful Candidate must be able to commute to 201-1638 E Broadway Vancouver on a daily basis


BENEFITS:

A competitive benefits package is provided with contracts of at least 1 year in length and which offer a minimum of 17.5 hours of work per week.
