Intro/Program Description: Lincoln Square Neighborhood Center (LSNC) is a multigenerational program of Goddard Riverside dedicated to meeting the educational recreational and cultural aspirations of the Lincoln Square community with a primary focus on residents of Amsterdam Houses and Amsterdam Addition. Founded by the New York City Department for the Aging (DFTA) and the New York State Office for the Aging (SOFA) LSNC Aging Services provide comprehensive support to over 800 active members fostering health engagement and social connection. Older adults (ages 60) benefit from daily nutritious hot lunches wellness programs promoting physical and mental health educational and arts programming to encourage lifelong learning and social services. Naturally Occurring Retirement Community (NORC) or LSNC NORC specifically serves residents aged 60 living in the Amsterdam Houses and Amsterdam AdditionNYC Housing Authority (NYCHA) development. NORC enhances aging in place by offering social services (case management benefits assistance and advocacy) health promotion (collaboration with onsite nurses wellness screenings and health education) recreational cultural and social opportunities to foster community engagement and reduce isolation.

Purpose of Position:The NORC Program Manager provides strategic leadership and operational oversight for the Lincoln Square Neighborhood Center (LSNC) Naturally Occurring Retirement Community (NORC) Supportive Services Program. This position is responsible for the planning implementation and supervision of all NORC program components including social services outreach health and wellness programming community engagement and partnerships. The role oversees staff and consultants manages program operations and budgets coordinates program activities and special events and ensures compliance with agency policies and funding requirements. The NORC Program Manager works collaboratively with internal teams healthcare providers and community partners to support older adults in aging safely and independently in their homes while fostering a vibrant and inclusive community environment. The NORC Program Manager works in close strategic partnership with the LSNC West 65th Street Older Adult Center (OAC) Director to ensure alignment and integration of services across LSNC Aging Services. This collaboration supports coordinated programming shared outreach strategies and the efficient use of resources to expand engagement strengthen service delivery and enhance the overall continuum of care for older adults served by both the NORC and OAC programs.

Schedule:Monday-Friday 5 days a week35 hours per week (8 am- 4 pm) Late hours (4pm-6pm) once a month Weekends: Cooling Center Administration if required (occasionally summer only rotation schedule)

Salary Range: $70000-$75000

Qualifications

Roles Responsibilities and Essential Duties

Assessment Compliance and Contract Performance

  • Responsible for effective implementation and delivery of all contracted NORC services.
  • Monitor program performance to ensure contracted service goals units of service and performance indicators are met or exceeded.
  • Oversee program compliance with NYC Aging and other funding source requirements ensuring accurate documentation reporting and readiness for program assessments audits and monitoring visits.
  • Implements corrective actions and performance improvement strategies when needed to maintain compliance and achieve contract goals
  • Oversee staff activities and service documentation to maintain accurate reporting and compliance with contract requirements.
  • Review program data regularly to evaluate progress toward contract deliverables and service targets and implement corrective strategies when necessary.
  • Coordinate with agency leadership and fiscal teams to ensure timely reporting program accountability and contract compliance.
  • Maintain strong communication with funders and partners to support successful contract implementation and continuous program improvement.
  • Program Leadership & Administration:
  • Oversee the day-to-day operations of the LSNC NORC Supportive Services Program.
  • Supervise NORC staff consultants interns and volunteers.
  • Provide leadership and oversight of case assistance case management outreach and program services.
  • Ensure compliance with agency policies contractual requirements and program standards.
  • Maintain accurate documentation program statistics and program reports.
  • Represent the program in internal meetings community coalitions and partner collaborations.
  • Collaborate closely with the West 65th Street Older Adult Center (OAC) Director and team to coordinate programming outreach efforts and shared initiatives that benefit older adults served by both programs.
  • Support coordination of joint events health and wellness initiatives and community engagement activities between the NORC program and the OAC.
  • Facilitate communication and collaboration to ensure alignment of services efficient resource sharing and seamless experience for participants accessing services across both programs.

Budget Management & Financial Oversight

  • Manage the NORC program budget ensuring responsible and effective use of resources.
  • Prepare review and approve program invoices and expenditures in accordance with agency procedures.
  • Track and monitor program spending to ensure alignment with budget allocations.
  • Coordinate with agency fiscal staff regarding budget reports reimbursements and financial documentation.
  • Assist with budget planning and forecasting for program operations and activities.
  • Add Program invoices to Intacct.

Consultant & Vendor Coordination

  • Manage consultant and vendor relationships that support NORC services and programming.
  • Coordinate and oversee consultant contracts for program services such as health providers instructors wellness specialists and cultural programming.
  • Ensure consultants meet contractual obligations and deliver high-quality services to members.
  • Review invoices and confirm service delivery prior to payment processing.

Social Services & Case Management

  • Oversee case assistance and case management services to NORC residents.
  • Oversee Health Care Assistance and Health Care Management by community nurses
  • Supervise staff in conducting assessments service planning referrals and follow-up services.
  • Support participants with access to healthcare entitlements housing assistance and community resources.
  • Provide case assistance and case management as needed

Outreach & Community Engagement

  • Develop and implement outreach strategies to engage isolated and underserved older adults.
  • Conduct community outreach to increase awareness of NORC services.
  • Build partnerships with healthcare providers community organizations and local institutions.
  • Represent LSNC NORC at community meetings events and collaborative initiatives.

Programming Activities & Special Events

  • Oversee the development and implementation of health wellness educational recreational and cultural programming for NORC members.
  • Coordinate and manage NORC monthly activities calendar in collaboration with program staff and consultants.
  • Plan and oversee special events workshops celebrations and community gatherings that promote engagement and social connection.
  • Coordinate off-site programs field trips and partner-led programming.
  • Ensuring activities reflect the needs interests and cultural diversity of NORC members.

Intake Registration & Member Services

  • Oversee member registration and intake processes including needs assessments and surveys.
  • Ensure participants are connected to appropriate services and programs.
  • Monitor member satisfaction and implement program improvements based on feedback.

Advisory Council & Partnerships

  • Support and coordinate the NORC Advisory Council.
  • Collaborate with council members and partners to establish program priorities and initiatives.
  • Facilitate NORC partner meetings and strengthen collaborative relationships.

Data Reporting & Compliance

  • Provide daily data activities entry (VIVE) and reporting.
  • Monitor service delivery to ensure program goals and outcomes are achieved.
  • Prepare reports for internal leadership and funding partners (NY SOFA NYC Aging etc).
  • Support compliance with agency policies and funding requirements.

Education:

  • Bachelors degree in social work Human Services Public Health or related field required.
  • Masters degree / LMSW preferred.

Experience:

  • Minimum 3 years of progressive leadership experience in aging services NORC supportive services programs or community-based programs serving older adults.
  • Demonstrated experience supervising multidisciplinary staff consultants interns and volunteers with responsibility for program operations and service delivery.
  • Proven experience managing community-based programs including case management case assistance outreach and health or wellness programming for older adults.
  • Experience working with government-funded aging services programs and contract compliance requirements.
  • Demonstrated leadership in planning monitoring and achieving contracted program goals and service targets ensuring compliance with funding and reporting requirements.
  • Strong background in community engagement partnership development and program coordination within diverse urban communities.

Physical & Work Environment Requirements

  • Ability to move throughout the senior center and NORC community buildings to supervise programs engage with participants and support staff and program operations.
  • Ability to stand and walk frequently during programming meetings special events and community activities
  • Ability to travel for outreach activities and meetings with partner organizations and service providers.
  • Work environment is primarily based in a senior center located within a NYCHA residential community with shared office space on the second floor accessible by elevator.
  • Ability to occasionally lift or carry light program materials supplies or event equipment (up to approximately 10 lbs) related to programming outreach events or program operations.
