The Equity and Inclusion Program Manager I (Immigrant Affairs) housed withing Austin Equity and Inclusion Human Rights Division leads the City of Austins efforts to advance the rights safety and inclusion of immigrant and refugee communities. This position responds to current and emerging immigrant challenges through policy analysis community engagement interdepartmental coordination and public education initiatives such as Know Your Rights campaigns and information sessions.

The role serves as a subject matter expert on immigrant issues advising City leadership and departments while building trusted partnerships with immigrant-serving organizations. The Program Manager ensures City policies programs and services are equitable accessible and responsiveparticularly in times of heightened enforcement legislative change or community fear.


Job Description:

Equity and Inclusion Program Manager I (Immigrant Affairs) (Austin Equity and Inclusion)

Duties Functions and Responsibilities:

Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.

  • Evaluates and monitors the quality responsiveness efficiency effectiveness or impact of department programs and initiatives service delivery methods policies and procedures on continuous equity and inclusion efforts.

  • Evaluates new and existing internal and external departmental organizational and operational policies procedures programs services and initiatives that support equity; identifies opportunities to maximize efforts; and leads policy process review as it relates to equity language and impact.

  • Manages teams and projects in the implementation of diversity equity and inclusion strategy. Leads Equity Action Plan for department and is responsible for developing steps using stakeholder feedback regarding the priority of projects which impact equity.

  • Coordinates and works in collaboration with the Equity Office employee groups department divisions and other stakeholders involved in and affected by programs to advance equity through employee and community engagement and program development training and best practices.

  • Develops performance indicators and progress benchmarks to ensure accountability towards equitable delivery of City services programs initiatives and internal practices. Identifies disparities in department programs and services and works to remove underlying drivers of inequitable program or policy outcomes.

  • Drives leadership awareness for diversity equity and inclusion programs and initiatives. Acts as an advisor to executive management and recommends process improvement strategies regarding resource allocation talent management and organizational alignment.

  • Gathers analyzes and reports data to identify issues trends demographics or other relevant information and statistics to drive equity and inclusion project methodology.

  • Manages research data and leads stakeholder quantitative and qualitative data analysis of equity initiatives.

  • Researches and stays abreast of equity diversity and inclusion best practices and legislation. Manages communication strategies for department equity actions.

Responsibilities - Supervisor and/or Leadership Exercised:

May provide leadership work assignments evaluation and guidance to others.

Minimum Qualifications:

  • Graduation with bachelors degree from an accredited college or university with major course work in a field related to the job plus five (5) years of experience in a field related to the job including two (2) years of experience which were in a lead supervisory project or program management capacity.

  • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.

  • Graduation with a Masters degree from an accredited college or university in a related field may substitute for non-lead/supervisory experience up to a maximum of two (2) years.

Preferred Qualifications:

  • Demonstrated experience working directly with immigrant and refugee communities particularly in advocacy public education or service delivery.

  • Knowledge of immigration systems enforcement impacts language access requirements and immigrant rights issues.

  • Experience leading Know Your Rights campaigns community information sessions or similar public education initiatives.

  • Ability to build trust and sustain relationships with community-based organizations legal advocates and diverse stakeholders.

  • Experience analyzing policies and programs through a human rights equity and immigrant-impact lens.

  • Experience working in a municipal governmental or nonprofit setting addressing equity or human rights issues.

  • Strong facilitation skills including the ability to navigate difficult conversations during politically and emotionally charged moments.

  • Multilingual skills or experience working in multilingual environments (preferred but not required).

Austin Equity and Inclusion is hiring an Equity and Inclusion Program Manager I (Immigrant Affairs) within the Human Rights Division.

Key Responsibilities:

Immigrant Affairs Leadership & Strategy

  • Lead the planning implementation and evaluation of City initiatives impacting immigrant and refugee communities.

  • Monitor local state and federal immigration policy changes and assess their implications for City services programs and residents.

  • Provide strategic recommendations to City leadership to address emerging immigrant rights issues and risks.

  • Align City immigrant affairs work with best practices used by peer municipalities and immigrant affairs offices nationwide.

Community Engagement & Public Education

  • Develop and lead Know Your Rights initiatives including red card distribution community workshops and multilingual information sessions.

  • Partner with trusted community organizations advocates legal service providers and cultural leaders to co-design and deliver outreach efforts.

  • Serve as a visible credible City representative to immigrant and refugee communities particularly during moments of crisis or uncertainty.

  • Ensure materials and outreach are culturally responsive trauma-informed and linguistically accessible.

Policy Program & Equity Analysis

  • Evaluate City policies programs and procedures for their impact on immigrant and refugee communities including language access and service barriers.

  • Analyze quantitative and qualitative data community feedback and complaint trends to identify disparities and inform recommendations.

  • Support departments in applying an immigrant-informed equity lens to policy development service delivery and program evaluation.

  • Draft reports briefings and policy guidance for internal and external stakeholders.

Cross-Department & External Coordination

  • Convene and manage cross-department working groups to ensure coordinated immigrant-serving efforts across the City.

  • Collaborate with departments such as Public Health Police Oversight Housing Workforce Libraries and Emergency Management to align services and messaging.

  • Represent Austin Equity and Inclusion in regional state and national immigrant affairs networks.

Program & Project Management

  • Manage scopes of work timelines deliverables and budgets for immigrant affairs initiatives and contracts.

  • Lead or supervise staff consultants interns or volunteers as assigned.

  • Track outcomes and ensure accountability to community needs and City priorities.
