Summary of Position
The Community Development Block Grant (CDBG) Manager will oversee and manage all aspects of the CDBG program in Madison County Illinois. The position involves coordinating community development projects ensuring compliance with federal regulations and fostering positive relationships with community stakeholders. The ideal candidate will have a strong backgroundin community development grant management and public administration.
Examples of Duties and Responsibilities
1. Administer the CDBG program in compliance with federal regulations and guidelines.
2. Develop implement and manage community development projects funded by CDBG.
3. Monitor and evaluate project progress ensuring milestones and deliverables are met.
4. Prepare and submit grant applications reports and documentation to federal state and local agencies.
5. Maintain accurate records of grant expenditures and financial transactions.
6. Ensure compliance with all federal state and local regulations related to grand administration.
7. Collaborate with community organizations local government officials and residents to identify needs and priorities.
8. Conduct public hearings community meetings and outreach activities to gather input and provide updates on CDBG-funded projects.
9. Foster strong relationships with community stakeholders to support project success.
10. Develop and manage budgets for CDBG-funded projects ensuring effective use of funds.
11. Oversee financial reporting and ensure timely and accurate submission of financial documents.
12. Monitor expenditures and ensure they are in alignment with approved budgets.
13. Ensure all projects and activities comply with federal state and local laws and regulations.
14. Prepare and submit regular reports to the U.S. Department of Housing and Urban Development (HUD) and other relevant agencies.
15. Conduct internal audits and prepare for external audits as required.
16. Supervise and provide guidance to subordinate staff or contractors involved in CDBG projects.
17. Coordinate with other departments and agencies to support project goals and objectives.
18. Provide training and support to staff on CDBG-related procedures and best practices.
19. Assist in the development and implementation of policies and procedures related to the CDBG program.
20. Stay updated on changes in federal regulations and best practices in community development.
21. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Bachelors degree in social work Public Administration Management or a related field preferred. Minimum of 4 years of experience in program coordination grant management or a related role with 3 years in a leadership capacity within social services preferred.
Physical Requirements
The employee may be required to walk or move up to 200 feet from primary desk. The employee is occasionally required to stand and stoop kneel or crouch. The employee may occasionally lift and/or move up to 25 pounds.
