JOB SUMMARY: The Payroll Clerk supports accurate and timely payroll processing for over 250 employees and provides general administrative assistance to the HR department. Responsibilities include reviewing and verifying timecards payroll records and expense reimbursements; maintaining employee and payroll files; and assisting with HRIS and timekeeping systems. The position requires strong attention to detail confidentiality and the ability to manage multiple priorities in a fast-paced environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Reviews timecards reviewing for completeness and accuracy; verifying approvals and information for time off and on-call; and monitoring payroll information for leaves of absences.
  2. Reviews employee expense reimbursement requests for accuracy and completion.
  3. Notifies and reminds employees of due dates for payroll-related activities including timecard completion and approval.
  4. Ensures timely and accurate processing of payroll including payroll tax deposits and benefits and retirement deferrals.
  5. Escalates payroll issues to Payroll and Benefits Specialist.
  6. Prepares manual checks for employees as needed.
  7. Receives and distributes paper paychecks.
  8. Collects maintains and analyzes information and data using spreadsheets and other software.
  9. Establishes and maintains payroll records in appropriate systems using a working knowledge of tax code labor law and agency policies and procedures.
  10. Completes requests from outside entities related to verifying income and employment status. Pulls employee data and responds to requests for service history salary and related information.
  11. Respond to and assist with employee inquiries regarding payroll/timekeeping issues discrepancies and adjustments.
  12. Assists employees and managers with using the HRIS software.
  13. Creates and maintains personnel files and the HR departments general filing system in accordance with record retention requirements.
  14. Collects and inputs compliance-related personnel documents.
  15. Processes incoming mail including the HR departments email address. Responds to inquiries as applicable.
  16. Creates files and distributes various documents and correspondence as requested by the HR team.
  17. Demonstrates behaviors consistent with agency values.
  18. Additional duties may be assigned as needed that align with the responsibilities of the position and support the vision mission and values of the organization.



Qualifications

EDUCATION &/or EXPERIENCE:

  1. High school diploma or GED equivalent required. Additional education in a related discipline is preferred.
  2. Minimum of two (2) years of experience in bookkeeping payroll accounting personnel or similar experience required.
  3. Experience with HRIS software preferred.

PRE-SCREENING REQUIREMENTS:

  1. This position requires the successful completion of a background check.
  2. COVID-19 and Influenza (flu) vaccinations preferred.

  16. Proficiency in Microsoft Office including Word Excel Outlook and relevant computer programs and software (e.g. HRIS software). Knowledge of web-based applications such as timekeeping training and email programs.

PHYSICAL REQUIREMENTS:

  1. The Payroll Clerk position requires the ability to perform essential duties in an office setting. This includes prolonged periods of sitting at a desk working on a computer and using standard office equipment such as a keyboard mouse phone and printer. The role may occasionally require light lifting of files or office supplies typically up to 15 pounds. Good vision hearing and manual dexterity are necessary for accurate data entry and communication.
