The NC Department of Military & Veterans Affairs / Veterans Affairs Division in accordance with Chapter 143 General Statues of North Carolina assists Veterans their families and their dependents in obtaining or maintaining privileges rights and benefits to which they are entitled under Federal State or Local laws.

Program Manager I - NC20 - $70478 - $123336

The Program Manager I has direct oversight of four (4) cemetery superintendents.

The position provides strategic directions for all state veterans cemeteries under the general guidance of the NC DMVA Secretary and Chief Deputy Secretary. Develop and implement DMVA policies and programs dedicated to cemetery operations. Performs the managerial work necessary to organize direct and conduct joint outreach programs with Federal State and Non-Profit agencies. Collaborate with DMVA stakeholders for budget planning and financial management for the state cemeteries. Collect and analyze data to evaluate the effectiveness of the state cemetery program. Prepare reports and presentations for stakeholders and government officials. Provides the Agency and Counties with publications forms and reference data. Provide information interpret and explain departmental rules regulations and procedures to state cemetery support staff.

Knowledge Skills and Abilities

  • Experience with state and federal laws rules and regulations pertaining to veterans services and benefits. as well as a thorough knowledge of forms and procedures used in applying for benefits.
  • Considerable knowledge of the cemetery operations.
  • Demonstrated experience in supervising the work of subordinate personnel and possess the ability to establish and maintain favorable working relationships with fellow employees service organizations and the public.
  • Demonstrated ability to communicate effectively both orally and in writing as well as the ability to plan and coordinate a variety of appointments meetings and conferences.
  • Experience using Microsoft Office products including Word Excel Outlook and Teams.
  • Experience in interviewing and counseling individuals and groups on benefits as well as any training experience.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment including one year of supervisory program experience; or an equivalent combination of training and experience.
