JOB DESCRITPTION:

This is professional services work in the Department of Administrative and Financial Services Office of the State Controller that focuses on querying/analyzing data preparing financial statements and compiling the States Annual Comprehensive Financial Report (ACFR) according to generally accepted account principles (GAAP) and the Federal Uniform Guidance. Primary responsibilities include: Pension and other post-employment benefit accounting querying compiling and analyzing significant data; preparing accurate financial information including required and extensive notes; making accounting adjustments appropriately categorizing and summarizing them; and designing implementing and overseeing statewide accounting policies and procedures and year-end closing procedures. Additional responsibilities include acting as a liaison to provide leadership and expert technical guidance to chief financial officers at State agencies and Component Units on accounting policies and procedures.

RESPONSIBILITIES:

  • Reviews analyzes and develops financial information to prepare the ACFR in compliance with GAAP.
  • Develops implements and oversees statewide accounting policies and procedures in order to ensure state financial statements comply with GAAP.
  • Analyze and prepare year-end journal entries Required Supplementary Information schedules and Statistical Schedules for Pensions and Other Post Employment Benefits.
  • Develops prepares and implements year-end closing procedures and instructions for state agencies and quasi-state agencies to ensure accurate and appropriate financial information is submitted.
  • Receives and analyzes financial information to adjust year-end trial balance in accordance with GAAP.
  • Manages special projects to ensure appropriate policies and procedures are used in the development of financial information.
  • Provides leadership and expert technical advice to agencies and component units on all matters pertaining to Governmental Accounting and Financial Reporting.
  • Queries compiles summarizes and analyzes significant data to advise others draw conclusions and make recommendations.

KNOWLEDGE SKILLS AND ABILITIES REQUIRED:

  • Knowledge of GAAP.
  • Knowledge of state and federal laws rules and regulations applicable to preparation of the Annual Comprehensive Financial Report.
  • Knowledge of Pension and Other Post Employment Benefit (OPEB) accounting and reporting requirements.
  • Knowledge of accounting systems and data warehouses for large government units.
  • Knowledge of accounting and auditing theories principles and practices.
  • Knowledge of governmental accounting and financial reporting.
  • Proficiency in the development and use of complex spreadsheets.
  • Ability to develop and implement policies and procedures.
  • Ability to understand and stay current with Government Accounting Standards Board (GASB) pronouncements and revisions.
  • Ability to understand complex financial accounting systems.
  • Ability to prepare complex financial reports.
  • Ability to analyze and evaluate accounting systems methods procedures and other control mechanisms.
  • Ability to research laws regulations and highly technical accounting issues and offer sound advice.
  • Ability to work with a variety of people from different professions.
  • Ability to communicate effectively orally and in writing.

MINIMUM QUALIFICATIONS:

To qualify your background must include successful completion of all sections of the CPA or CIA exam and four years experience preparing and/or auditing complex financial statements. The background of well-qualified candidates will demonstrate the following competencies:

  • A thorough knowledge of governmental accounting and financial reporting.
  • Expertise in both GAAP & GASB.
  • A demonstrated ability to research laws regulations and highly technical accounting issues to develop implementation policies and offer sound advice to executive managers.
  • Proficiency with complex spreadsheets large data warehouses and comprehensive data analysis.
  • Exceptional oral and written communication skills.
