The Senior Director of Facilities and Capital Projects Management provides leadership and operational oversight for the UBalt campus facilities a non-residential urban university serving approximately 4000 students and encompassing 1 million GSF. Reporting to the Vice President for Finance and Administration this position supervises the Director of Facilities Operations the Construction Project Manager and the Facilities Records and Systems Analyst. This position is a functional leader overseeing the overall facilities renewal projects for the UBalt capital improvement plan serving as project manager and owners representative on certain capital projects developing and implementing a plan for compliance with State and USM building performance standards and sustainability goals liaising with the University of Maryland Baltimore (UMB) service center and representing UBalt at USM facilities and capital planning related meetings. Responsibilities:
Facilities Assessment and Renewal Planning. Arranges and oversees a comprehensive third-party assessment of all campus buildings at least every five years. Using the resulting data and reports and guided bycurrent 10-year Facilities Master Plan (FMP). Annually develop an updated recommendedfacilities renewalplan(FRP) to remediate and prevent deferred maintenance. The FRP includes prioritized projects cost estimates and timelines and issubmittedannually to the Capital Budget Director forconsideration/integration into the 10-year institutional Capital Improvement Plan (CIP). Develop and apply approved guidelines to recommend prioritized renewal projects over the10-yearperiod.
Capital Project Management and Owner Representation. Forapprovedcapital projects exceeding $1 million the Senior Directorservesas the universitys owners representative and/orconstruction manager. These projects areadministered and procured bythe UMB ServiceCenter and this role acts as the UBalt facilities liaison attending all meetings preparing scopes of workcompleting advance planningcoordinating with campus stakeholders securing UBalt budget approvals and representing the university in all decisions. This role ensures projects are delivered on time within budget andin accordance withUBalt standardsprojectexpectations and regulatory requirements.
Regulatory Compliance and Sustainment Reporting. Responsible forachievingmaintaining and documenting compliance with Building Energy Performance Standards and other sustainability mandates. This includes coordinating with internal and external partners to collect datamonitorperformance andsubmitrequired reports. This role supports institutional sustainability goals through project design materialsselection and operational practices and ensures full compliance with State & USM facilities and capital project policies includingthe required internal and external approvalsprocurement permitting and reporting.
Functional Leadership and Staff Supervision. Provide leadership guidance and performance oversight forthree direct reports. Thisoversightincludes setting strategic direction aligning work plans with institutional goals managing budgets and fostering a culture of accountability collaboration and continuous improvement. This role ensures staff are equipped to deliver high-qualityserviceand that cross-functional coordination is effective and responsive.
Campus Communication and USM Representation.
This role communicates regularly withcolleagues/UBalt community about facilities priorities projects and results including preparing presentations reports and updates that support transparency engagement and informed decision-making. This is a key role in aligningfacilities initiatives withcampus needsand institutional priorities notably those outlined in the current FMP. This is the primary UBalt representative toUSM on facilities matters proactivelymaintaininga positive relationship with USM personnel andattending all USM facilities capital projects and sustainability meetings.
Minimum Qualifications:
Education: Bachelors degree in architecture engineering construction management facilities planning or a related field.
Experience: 10 years of progressively responsible experience in facilities planning construction management or capital project oversight with 5 years managing/leading teams.
Preferred Qualifications:
Education: Masters degree in a related field. Professional certification (e.g. PMP CCM LEED AP CEFP). Experience representing institutions in system-level consortium or interagency forums.
Experience: Experience in higher education or public-sector facilities management Familiarity with state & USM procurement and State and Baltimore City permitting processes.
Required Knowledge Skills and Abilities:
The successful candidate will have advanced understanding experience skills and qualities listed below:
- Strongtechnicalknowledge of building systems regulatory compliance and sustainability standards.
- Demonstrated experience managing complex capital projects and developing long-range facilities and capital planning renewal and replacement including facilities master plan capital improvement planning asset condition assessments and state funding mechanisms (e.g. USM DBM).
- Quickaptitudeto learn institutional policies and reporting requirements for higher education.
- Knowledge of third-party service contracts and their integrations with campus operations.
- Knowledge of relevant regulations regarding specialty areas (such as OSHA regulations).
- Ability to establish goals structures and processes necessary to implement a mission and strategic vision.
- Ability to exert force up to 70 lbs. work in hazardous or irritating environments confined spaces and adverse weather or temperature conditions as well as the ability to wear and work in personal protective equipment.
- Project Management: Capable of managing complex initiatives across multiple stakeholders and timelines including proficiency of project management and facilities planning tools.
- Communication and Reporting: Strong written and verbal skills for preparing documentationpresenting tosenior leadership and coordinating with external agencies.
- Leadership and Supervision: Lead and mentor staff across diverse operational areas. Proven leadership and supervisory experience with ability to manage cross-functional teams.
- Relationship Building: Cultivate productive partnerships with tenants vendors government agencies and internal stakeholders.
- Decision-Making: Exercise sound judgment in evaluating opportunities managing risks and resolving operational issues.
- Excellent communication negotiation and stakeholder engagement skills and abilityto project a professional and positive image of the institution.
