Job Summary
Salary range is $81k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
The Program Manager manages programs of work related to information management initiatives and agency records services. Under limited direction and working with a team develops and implements systems services and processes around agency records lifecycles. Works collaboratively with key records and information management practitioners across the agency shepherds agencywide efforts to improve content management governance and findability.
ESSENTIAL FUNCTIONS:

- Manages and delivers content governance and knowledge management initiatives
- Aligns agency records management to a future enterprise information management strategy
- Builds maintains and supports collaborative relationships with related agency functions to understand interconnections and dependencies and influence alignment of strategic priorities.
- Promote knowledge sharing through the implementing initiatives and processes that strengthen connections between information systems to facilitate seamless exchange and findability of information.
- Coach and train staff throughout the agency on content governance and records lifecycle and provide management strategies that can be reused through operational and business processes.
- Support business units to ensure content is discoverable organized described and leveraged such that it enables their successful operations.
- Provides review and subject matter expertise of agency systems and structures such as IT initiatives policies and procedures risk management to embed records management and content governance considerations.
- Oversees and maintains efficient business systems tracking tools project management tools inventories internal websites administrative structure document control and reporting processes and systems for the agency and Agency Controls.
- Develops and writes reports policies procedures and work plans.
- Champions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors degree in Library Science Archival Science Information Management Public Administration or related field. Five years of experience in content management or records management teams program support and project delivery with records management or enterprise content management projects experience with content management document management or information architecture; Or an equivalent combination of education and experience.
Required Knowledge and Skills:
- Project management skills and techniques
- Principles of enterprise content and document management.
- Understanding of records management requirements pertaining to public records including procedures and legal requirements necessary to maintain archive preserve and protect public records.
- Understanding of information management practices including information lifecycle management taxonomy and metadata management.
- Conducting research and analysis and providing appropriate recommendations based on findings.
- Excellent at building relationships with business partners stakeholders and customer and responding to agency business needs.
- Strong understanding of modern office procedures methods and equipment including computer applications such as word processing spreadsheets online forms templates and databases.
- Developing implementing and operationalizing services to support records and content services
- Excellent interpersonal and communication skills (both verbal and written). Responding to inquiries and effective oral and written communication.
- Translating project/program requirements into project objectives and tasks managing task assignment to project resources and reporting on and managing project scope throughout the lifecycle.
- Experience managing SharePoint sites site documents and metadata.
- Preparing and analyzing complex data and comprehensive reports.
- Ability to analyze and synthesize information in a concise manner and make recommendations on strategies to resolve issues.

- Work is performed in a hybrid office environment.
