Job Summary

The Chief of Facilities is a valuable member of the Administration Division who is responsible for providing a broad range of maintenance repair rehabilitation and technical support. This includes evaluating the feasibility of proposed repair and rehabilitation projects involving very large capital expenditures estimating project costs preparing and evaluating highly technical and complex scopes of work and contract specifications and preparing program standards; or performs assignments equivalent to those described.
Reporting directly to the Deputy Chief of Administration the Chief of Facilities essential Duties and Responsibilities will include but are not limited to the following:
- The Chief will be responsible for the overall condition and improvements of the agencys facilities and have oversight responsibility to ensure the various sites receive services from the landlord as specified in our leases. The Chief will participate in meetings with building landlords property managers and DCAS; and make and track recommendations regarding leases.
- The Chief will be responsible for developing proposals from vendors for repair installation of cabling and electric and any miscellaneous construction projects at any of our sites. Facilities related invoices will be reviewed and controlled by the Chief to ensure accurate and prompt payment. The Chief will have responsibility for completing all annual and new P&Es for DCAS act as our Reuse and Recycle Coordinator Energy Officer oversee agency-wide fleet utilization & modernization control EZ pass usage review act as our Records Management Officer propose and write grants where appropriate oversee and control facilities agency-wide asset management and control contract vendors and related contracts. Additional areas of oversight include the monitoring and control of the ordering and stocking of specialty and City storehouse supplies furniture and files. Act as the agencys Asbestos Coordinator for all Law Department sites. Act as the Agency Transportation Coordinator (ATC) and oversee the agencys fleet of vehicles. Developing area of responsibility will be oversight of the agency-wide phone service mobile devices Audio/Video system and our city-wide telecommunications charges. Creating MOUs as needed and monitoring facilities related overtime projects.
- The Chief of Facilities will work closely with the Deputy Chief of Administration and Director of Security all health and safety procedures and policies for all of the Law Department sites.
- The Chief of Facilities will develop and recommend policies and procedures to ensure prompt payment to contractors and vendors for approved repairs and installations and to ensure effective coordination among building trades. May evaluate and approve cost estimates contract specifications change orders and scope of work. May authorize payments to contractors and vendors; or performs assignments equivalent to those described.
- Must be on call as needed.
ADMINISTRATIVE SPACE ANALYST ( - 1003D
Qualifications :
1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs electronic data processing equipment telephone communications systems building standards and leasing procedures in the evaluation and layout of space in office buildings garages and other structures used for commercial and industrial purposes at least two years of which shall have been of a supervisory nature; or
2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate plus nine years of full-time paid experience as described in (1) above at least two years of which shall have been of a supervisory nature; or
3. A satisfactory equivalent. However all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.
