Your Team:
The Office of Enforcement and Neighborhood Services (OENS) lead the agencys effort to works closely with other HPD divisions and outside community partners to identify buildings in distress assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement Housing Litigation Division Emergency Repair Program the Division of Neighborhood Preservation and the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT) Division of Neighborhood Preservation (DNP) Administration & Internal Compliance (AIC) Housing Litigation Division (HLD) Division of Code Enforcement (DCE) and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).
Your Impact:
As the Construction Project Manager L-1 for the Division of Neighborhood Preservation-Preliminary Assessment Unit (PASS) performing inspections of Shelters being owned or managed by a Provider under the Division of Homeless Services (DHS) and perform inspections of pre-occupancy quality standards assessment of dwelling units being considered for non-federally funded housing subsidy.
Under the supervision of the DNP Director of Field Operations your responsibilities will include but not be limited to the following:
Your Role:
Under direct supervision in the Emergency Repair Program within the Emergency Operations Division you will performs as a Field Tech/Construction Project Manager L-1. You will be responsible for but not limited to the following:
YourResponsibilities:
- Performing pre-occupancy quality standard assessments of dwelling units being considered for housing subsidies in all 5 boroughs;
- Perform inspections of buildings being utilized as Shelters under the Department of Homeless Services (DHS) in all 5 boroughs;
- Identifying problems and ensuring that prospective dwelling units meet physical performance standards in accordance with Program guidelines including the New York State Multiple Dwelling Law and the New York City Housing Maintenance Code laws and regulations;
- Preparing field reports;
- Entering assessment results on the Standard Initial Checklist for Vacant Units and for DHS Shelter Units entering the assessment on the Shelter Inspection Checklist and/or entering the inspection results into the Department of Homeless Services database. For both assessment types pictures must be taken and uploaded;
- Removing open HPD violations on buildings while conducting inspections of DHS buildings;
- Working on special projects and in downtime assisting other DNP units as needed and required by the Department Head.
Preferred Skills:
- Preference will be given to candidates that have taken and passed the Construction Project Manager exam 5058.
- Candidates who are able to communicate in more than one language
- Candidates who possess strong communication skills
- Candidates who possess computer skills
- Candidates may be assigned to field work in any of the five boroughs and may be scheduled to work evenings and weekends.
License Requirements:
Must possess a Motor Vehicle Driver License valid in the State of New York with no restrictions which preclude the performance of Construction Project Manager work. This license must be maintained for the duration of employment.
Authorization to work in the United States is required for this position. The NYC Department of Housing Preservation and Development does not provide sponsorship for international employees for visa applications extensions or status changes including H-1B visas. Applicants are responsible for ensuring that they meet all qualifying requirements for this position at the time of application.
CONSTRUCTION PROJECT MANAGER - 34202
Qualifications :
1. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300000 for each of the five years of the required experience; or
2. One year of the experience as described in 1 above and a baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in engineering engineering technology architecture architectural technology landscape architecture construction construction technology or construction management; or
3. One year of the experience as described in 1 above and a valid license as a professional engineer registered architect or registered landscape architect issued by a board of examining engineers architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a combination of at least two years of experience as described in 1 above and the education as described in 2 above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in 2 above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
Note: Candidates must specify for each construction project they worked on: a description of the construction project the time period they worked on the construction project and the type of work they performed. Candidates must also specify the money allotted for the project.
Driver License Requirement: At the time of appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment.
5. For Assignment to Level II In addition to meeting the Qualification Requirements above candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in 1 above.
6. For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question 1 above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations license suspension or an accident record you may be disqualified.
