Main Purpose of Job

An Election Program Supervisor II is the supervisory level of election programs in a local election office. Employees in this classification supervise and train employees in the Election program such as Election Clerks Election Program Trainees Election Program Assistants Election Program Specialists and other support in this classification receive general supervision from an Election Director or Election Deputy Director or Program Managers. The work may require travel to election program related activities and events outside the election office; register voters; train election officials and voter registration staff and volunteers or provide related services. Employees may be required to work evenings and weekends particularly prior to and following an in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class Election Program Supervisor II provides the full range of supervision and training to the Election Clerks Election Program Trainees Election Program Assistants Election Program Specialists and other support staff and may have administrative responsibilities related to the entire office operation. The Election Program Supervisor II is differentiated from the Election Program Supervisor I in that the Election Program Supervisor II may act in the stead of the Election Program Manager in their absence.

POSITION DUTIES

Supervises Election Clerks Election Program SpecialistsElection Program Assistants Election Program Trainees and other support staffengaged in administering Election Programs;

Coordinates and supervises special projects;

Trains employees other support staff and volunteers inelection procedures such as registering voters;

Supervises and processes a full range of voter activitiessuch as voter registrations absentee ballot applications provisional ballotapplications and other related activities;

Compiles and maintains statistics;

Assists with developing revising and implementing officepractices and procedures;

Answers inquiries regarding election procedures in personby telephone by U.S. mail and by e-mail;

Assists the Election Director the Election Deputy Directoror Program Manager in redistricting by obtaining census informationresearching appropriate boundary lines and markers and checking andrecommending potential polling locations;

Applies knowledge of the Election Law Article of theAnnotated Code of Maryland the Code of Maryland Regulations and the FederalVoting Assistance Program;

Recruits election officials needed to staff polling placesorganizes required training sessions and implements and revises practices andprocedures related to judge recruitment;

Accepts and processes candidate and committee filings;

Supervises the implementation and maintenance of pollingplace accessibility in accordance with the Americans with Disabilities Act andState policies and guidelines;

Maintains current knowledge of the National VoterRegistration Act and all related regulations for the purpose of managing allphases of the Act including the category of inactive voters;

May review reports and summarize information to facilitatereview by the Program Manager;

May perform audits;

May supervise technicians engaged in maintaining andrepairing election equipment;

May prepare election calendar;

May purchase and inventory supplies;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:Four years of experience applying election laws rules andprocedures in a local election office.

Notes:

may substitute one year of specialized clerical experience for each six months of the required experience applying election laws rules and procedures in a local. Specialized clerical experience is defined as work in an office which requires reviewing verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies regulations guidelines and procedures.

2. Candidates may substitute two years of general clerical experience for each six months of the required experience applying election laws rules and procedures in a local election office. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings such as filing copying posting data and directing telephone calls.

3. Candidates may substitute thirty credit hours from an accredited college or university for one year of experience for up to two years of the required experience.

4. Candidates may substitute additional experience applying election laws rules and procedures in a local election office on a year-for- year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

1. Experience with the mail in ballot program.

2. Experience entering the ballots into the registration system.

3. Experience with candidate filing.

4. Experience with proofing voter registration.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the Stateof Maryland in accordance with the Election Law Article Section 2-207(d) Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any electivepublic or political party office or any other office created under the Constitutionor laws of this State in accordance with the Election Law Article Section 2-301(b).
