Portfolio Manager (IT) Digital Transformation Brussels (Hybrid)

We are looking for an experienced Portfolio Manager (PfM) to lead the strategic oversight of IT projects programs and services within a large-scale digital transformation initiative aligned with a Horizon 2030 roadmap.

This role requires a strong ability to manage complex portfolios ensure alignment with strategic objectives and provide data-driven insights to senior stakeholders.

Key Responsibilities

• Manage and oversee the IT project and service portfolio ensuring alignment with organizational strategy
• Monitor and consolidate budgets demand pipelines and risks across multiple initiatives
• Prepare and lead steering committees and investment review meetings supporting prioritization and decision-making
• Develop and maintain a centralized IT portfolio dashboard (cockpit) to track performance and portfolio health
• Produce strategic reports business cases and cost-benefit analyses for executive stakeholders
• Analyze budget variances and implement corrective action plans to optimize costs
• Collaborate with cross-functional teams including architects analysts and project managers
• Support governance improvements and contribute to operational efficiency and resilience

Required Skills & Experience

• Proven experience as a Portfolio Manager or in a similar senior IT governance role
• Strong background in IT project and program management (Agile environments)
• Solid experience in budget management financial analysis and reporting
• Experience with risk management and change management
• Excellent stakeholder management and communication skills
• Ability to translate data into actionable strategic insights

Nice to Have

• Knowledge of ITIL practices
• Experience in public sector environments
• Understanding of portfolio demand management frameworks

Languages
