Senior Program Manager, Network & Telecom

The ideal candidate will possess demonstrated leadership experience managing complex large-scale technology programs federal contract oversight and cross-functional teams in a government environment. The candidate must have exceptional communication skills and the ability to navigate complex organizational structures while ensuring program alignment with strategic objectives. Ability to obtain and maintain appropriate security clearance required. This position may be Remote or Hybrid depending on program Functions Responsibilities & Duties may include but are not limited to:The Program Manager will provide strategic leadership and oversight for complex IT programs supporting federal government clients. Principal responsibilities will include but are not limited to:Lead and monitor day-to-day program execution by strategically guiding cross-functional teams to ensure effective work toward organizational objectives and customer requirementsManage program budgets schedules and resource allocation for multi-million dollar contracts encompassing extensive technology infrastructure and servicesProvide technical and administrative oversight of federal contracts including coordination with Contracting Officers Budget Analysts and Contracting Officer Representatives (CORs)Oversee contract performance management including quality assurance surveillance activities invoice review and approval Service Level Agreement (SLA) validation and cost recovery processesLead requirements gathering analysis and validation processes; facilitate peer review sessions for contract modifications and releasesCoordinate with multiple Operating Divisions (OpDivs) agencies or customer organizations to manage Interagency Agreements (IAAs) and facilitate seamless service deliveryManage enterprise-wide inventory control systems and processes for telecommunications and network infrastructure assetsDevelop and implement risk management frameworks (people processes and systems) to identify measure and monitor program risks in accordance with federal guidelines and customer policiesProvide technical leadership for network modernization initiatives such as SD-WAN 5G Zero Trust Architecture and cloud-based servicesLead Change Control Board (CCB) activities and coordinate with stakeholder CCBs on system maintenance schedules and service impactsDevelop and maintain comprehensive program documentation including technical designs data flows implementation plans and status reportsServe as liaison with federal oversight agencies (GSA GAO OMB) and provide expert analysis on technical capabilities security posture and vendor management activitiesSupport new acquisition activities including responses to Requests for Information (RFIs) and Fair Opportunity proposalsProvide strategic recommendations to senior leadership on program direction technology investments and process improvementsMentor and develop federal and contractor team members; promote collaboration and knowledge sharing across the organizationEducation and Experience:Required:Bachelors degree in computer science Information Technology Business Administration or related field from an accredited college or universityMinimum of 15 years of progressive IT experience with at least 10 years in program management or senior leadership rolesDemonstrated experience managing large-scale federal IT programs valued at $50M annuallyExtensive experience with telecommunications and network infrastructure management including MPLS networks WAN LAN VoIP and Unified CommunicationsProven track record managing complex federal contracts and working with federal acquisition processesExperience supervising and leading teams of 15 federal employees and contractorsExperience with GSA Enterprise Infrastructure Solutions (EIS) or similar large-scale telecommunications contractsCurrent or ability to obtain federal security clearance (Public Trust minimum)Desired:Masters degree in relevant fieldProgram Management Professional (PMP) certificationITIL Foundation or higher certificationCisco certifications (CCNP CCSP or equivalent)Experience managing transitions from legacy systems to modern infrastructure solutionsRequired Skills and Competencies:Exceptional leadership and team building abilities with demonstrated experience managing diverse geographically dispersed teamsExpert-level knowledge of federal IT acquisition processes including FAR/DFARS requirements IAAs and contract administrationStrong understanding of network infrastructure including routing switching security and telecommunications technologiesProven ability to manage multiple concurrent projects while maintaining focus on strategic program objectivesAdvanced knowledge of risk management frameworks and quality assurance methodologiesExcellent written and oral communication skills with ability to effectively communicate complex technical concepts to both technical and non-technical audiences at all organizational levelsStrong analytical and problem-solving skills with ability to make sound decisions under pressureDemonstrated ability to develop and maintain productive relationships with senior executives contracting officers and stakeholders across multiple organizationsExperience with budget development cost analysis and financial management for large-scale programsKnowledge of federal IT security requirements including FISMA NIST frameworks and Zero Trust ArchitectureStrong facilitation skills including ability to lead cross-functional working groups and resolve conflictsProven track record of implementing process improvements and operational efficienciesExperience with performance metrics development and management reportingAdvanced proficiency with Microsoft Office Suite and collaboration tools (SharePoint MS Teams)Working knowledge of ITSM tools such as ServiceNowSecurity Requirement:Ability to obtain a public trustDesired Skills and Competencies:Experience with cloud computing services and data center modernization initiativesKnowledge of IPv6 implementation and transition strategiesFamiliarity with Identity and Access Management (IAM) systems and Single Sign-On (SSO) technologiesExperience with SD-WAN design and implementationUnderstanding of 5G wireless technologies and mobile servicesExperience with Unified Communications platforms (Cisco UC Microsoft Teams)Knowledge of SIEM SOC and NOC operationsExperience with vendor management and performance evaluation (CPARS)Familiarity with federal budget cycles and appropriations processesBackground in data center consolidation and optimizationExperience leading agency-wide technology standardization initiativesKnowledge of OMB policy directives and GSA telecommunications programsPrior experience as a Designated Agency Representative (DAR) for telecommunications servicesUnderstanding of Trusted Internet Connection (TIC) requirementsExperience with emergency response communications and disaster recovery planningOur Equal Employment Opportunity PolicyThe company is an equal opportunity employer.
