ORGANISATIONAL CONTEXT AND PURPOSE OF THE ASSIGNEMENT:
The PRG Programme Monitoring and Reporting Service (PRGM) serves as WFPs functional lead for monitoring corporate reporting and Community Feedback Mechanisms (CFM) at the global level. Based at Headquarters with outposted regional teams PRGM provides global services that ensure robust monitoring community feedback mechanism and reporting practices across WFP operations. Effective support to Country Offices is critical to uphold accountability drive continuous improvement and maintain the integrity of WFPs monitoring and reporting functions.
Monitoring is central to WFPs ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time while providing evidence on programme results. Beyond oversight monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks standards and methodologies and supports Country Offices in planning and implementing monitoring strategies through guidance tools and field support. It also facilitates reporting of monitoring findings to internal and external stakeholders reinforcing transparency and accountability.
The Field Monitoring unit (PRGMF) provides guidance and supports the field in planning collecting measuring and analysing programme performance to inform decision-making maintain operational focus on results and generate data for analysis and evaluations. It also oversees Community Feedback Mechanisms (CFMs) globally and equips COs with tools systems and technical support to collect analyse and respond to feedback from affected communities. Its overarching objective is to strengthen accountability to affected people advance digitalization and provide a framework for effective CFM partnerships with governments and other humanitarian actors.
In the evolving humanitarian landscape interagency Community Feedback Mechanisms (CFMs) are rapidly becoming an operational necessity. Donors and accountability actors increasingly require collective approaches to strengthen coordination efficiency and accountability and humanitarian coordination teams are increasingly requesting interagency CFMs at country level to promote accountability more effectively and consistently.
WFP has actively engaged in global inter-agency CFM fora and has been a key contributor to shaping inter-agency accountability practices. Several WFP country offices also actively engage in or lead inter-agency CFMs. Building on this momentum WFP is developing a coherent corporate approach to engagement in interagency CFMs to ensure quality and consistency across operations. The organization has invested in standardizing CFM processes in line with interagency best practices and under the TEC five-year investment plan is further strengthening system interoperability to enable seamless collaboration across agencies.
To advance this work the Field Monitoring Unit (PRGMF) is seeking a Senior Community Feedback Mechanism (CFM) Analyst to support the development of a clear global strategy and operational guidance for country-level implementation. The role will help ensure compliant safe and risk-informed inter-agency CFM engagement across WFP while responding to growing demand from country offices for technical support in this area.
ACCOUNTABILITIES/RESPONSIBILITIES:
Within the Field Monitoring Unit (PRGMF) and specifically the Community Feedback Mechanism (CFM) team. This Senior CFM Analyst will lead and coordinate the Inter-Agency Issue Escalation & Case Management System project and will lead the efforts across the following workstreams:
1. Strategy Governance and Inter-Agency Positioning
Contribute to the development of a global strategy and operating model for interagency CFMs aligned with WFP corporate policies and assurance standards.
Coordinate and represent PRGMF in internal and external technical fora on AAP/CFM to position WFPs approach and promote coherence with collective accountability practices.
2. Operational Guidance and Advisory Support
Draft and roll out a Global Operational Guidance Package for interagency CFMs to guide country offices in navigating the process of leading or engaging in interagency CFMs.
Develop and deliver capacitybuilding packages (training curricula facilitator guides etc.) for CO and partner staff.
3. Digital Enablement and Interoperability (with TEC)
Translate business needs into clear product requirements for interagency CFM workflows data models user roles interoperability and integration points.
Co-lead the definition of interoperability standards with TEC enabling secure data exchange between WFP platforms and interagency systems.
Support testing release planning user documentation and change management for CO operations as needed.
4. Country Office Technical and Advisory Support
Provide direct technical support to Country Offices to operationalise inter-agency CFMs end to end including designing establishing or strengthening collective CFMs; advising on required set-up components; revising CFM technical annexes to partnership agreements; and supporting resource and budget planning.
Provide helpdesk-style advisory support and case-based problem-solving to COs.
5. Reporting and Learning
Contribute to donors and corporate reporting
Curate and disseminate learning products case studies lessons learned and good practices.
6. Cross-functional Collaboration & Field Missions
Coordinate closely with other PRGM teams and thematic units (e.g. Protection AAP TEC Emergencies Compliance) to support evidence generation and integration across the programme cycle.
Undertake field missions to to support monitoring functions strengthen CFM design and implementation and build staff capacities.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key outputs of the consultant are expected to be:
1. Global operational guidance package for interagency CFMs including training materials and knowledge products.
2. Product requirement documents interoperability standards and data model specifications jointly developed with TEC.
3. Documentation of support provided to Country Offices in establishing or strengthening interagency CFMs including mission reports and action plans.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in economics social sciences statistics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum five years of professional experience including CFM design and operations and interagency or multipartner settings.
Demonstrated experience converting business needs into digital requirements and working with product/engineering teams on interoperability and data governance.
Field experience supporting Country Offices and coordination with multiple stakeholders (government NGOs UN private sector).
Track record developing guidance/SOPs training materials and conducting capacitybuilding.
Advanced experience in developing ODK based forms (MODA KOBO) and visualisation tools (Tableau/Power BI) are required.
Experience using qualitative analytical tools and methods is desired;
Knowledge & Skills:
Previous experience in humanitarian or development context.
Proven knowledge abilities and skills in the areas of Community Feedback Mechanisms and collective approaches.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese is desirable.
