BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Specific Terms of Reference
In the context of an increased donor interest in local purchases and a simultaneous increase in demand for processed value-added products food quality has become a major opportunity for WFP. WFP is strengthening its overall quality approach with focus on specifications supplier audits and effective incident management focusing on high risk operations and commodities and making the link with innovative programmes (local production capacity strengthening of farmers C&F etc).
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Within the delegated authority the Food Safety and Quality officer will be responsible for the following duties:
2. Manage technical part of partnership with public partners (Other UN agencies USDA) and partners from the private sector (Mars Kemin) and to leverage those partnerships to enhance WFP food safety and quality processes based on industry best practices. This includes regular meeting technical discussions set up and follow up of shared projects.
3. Lead operational FSQ support to the field - support Regional Offices and Country Offices in expanding and improving the Food Safety and Quality systems through the development and streamlining of procedures providing technical analysis and advice to the field.
4. Lead incident management program from HQ including: investigation and communication of food incidents management including technical research field visits advice and decision making liaising with internal and external stakeholders maintenance of updated repository of incidents. Produce lessons learned reports and implementation strategy to contibuously imporve FSQ within WFPs operations;
5. Lead workstreams related to food fraud prevention including implementation of mitigation measures to improve controls and avoid food fraud within WFPs operations;
6. Lead FSQ supplier management program including: definition of the standards for suppliers/product type management of the audit program and external partner that conducts audits define risk matrix audit strategy and ensure fulfillment of the annual audit plan act as a mediator in cases of conflict or disagreement related ot audit outcomes act as the focal point for supplier audit related topics with RBs and other stakeholders;
7. Perform critical review of supplier related information analyse trends and implement technical improvements according to opportunities identified
8. Serve as focal point for Procurement and Legal on product deviation occurrences providing technical recommendations
9. Lead product traceability related improvements through development of procedures upgrading of practices and IT links;
10. Act as a senior advisor on food safety quality and technical subjects to other colleagues within the OSCQ unit and others
11. Lead FSQ related workstreams and discussions related to inspection companies scope of work KPIs and lead discussions with Procurement and Legal related to food purchase contract updates to improve food safety and quality assurance.
12. Lead the production and review technical documents and procedures related to various topics pertinent to food technology food safety and quality
13. Supervise technical staff including management of daily work guidance troubleshooting PACE and overall development and performance.
DELIVERABLES AT THE END OF THE CONTRACT:
Within the Food Safety Assurance Unit based in Rome the food safety and quality officer will have the responsibility to apply specialized expertise in the area of food technology and provide well prepared analytical work to strengthen WFP Food Safety and Quality Management Systems such as
With a high degree of independence demonstrates capacity in establishing priorities planning and producing own work within established deadlines.
Identifies issues related to food quality management and food technology and in a timely manner provides recommendations on how to resolve them.
Prepares regular and ad hoc reports with well formulated recommendations and demonstrates contribution to the improvement processes.
Establishes effective work relationships with all clients and works with a high degree of independence demonstrated specialized expertise in the area of food technology
Provides technical solutions related to food technology issues food quality management loss prevention and mitigation in order to meet established procedures international standards and business requirements.
Develops training modules and provides comprehensive training to various audiences.
Establishes and maintains effective relationships with clients internally and externally.
Provides guidance and supervision to staff.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: - Diploma (bachelor MSC or PhD) in Food Technology or in a related field. MSC and PhD preferred.
Experience: - 8 years relevant experience in food development and quality management preferably in medium-big scale food processing enterprises or within World Food Programme
Knowledge & Skills:

Up to date knowledge and skills in the field of food development food
processing and supply chain management
- Up to date knowledge of WFP food basket including specialised nutritious food and biscuits
- Excellent project management and analytical skills
- Excellent knowledge of Microsoft Office (Win Word Excel PowerPoint) Internet application and research
- Excellent written and oral communication and presentation skills
