Assets Lead Buyer

General:

The Assets Lead Buyer manages centrally the procurement categories within the Rolling Assets organization such as Wagons and Locomotives rent in and rent out Spares and Workshops maintenance services.
He/she establishes executes and monitors in full compliance with the Procurement and Maintenance internal policies plans to deliver continuous cost and performance optimization aligned with the Budget and Business plan.
The goal is to achieve reductions in the Assets total cost of ownership (TCO) while maintaining high-class quality standards enhancing the share of sustainable procurement and continuously anticipating and lowering risk exposure.

• Procurement activities:
  • Responsible for procuring goods and services in the Source to Contract Cycle
  • Define and secure the Spares stocks at optimal economical levels in alignment with the business needs
• Rent-out:
  • Responsible for renting out the assets over-capacity
• Compliancy
  • Owns continuously reviews and maintains the processes linked to the scope of activity.

Activities:

Overall:

• Act as process owner for the appointed scope of responsibilities during internal and external audits
• Build and maintain a strong and reliable professional supplier network
• Own and optimize the appointed Budget with support of the Head of Rail Fleet Management and the Finance Department

Procurement activities:

• Collect review and challenge business requirements to translate them into standard specifications
• Build comprehensive Tenders to assess TCO quality delivery and ESG performance
• Maintain or build standard contractual frameworks and manage signature & record process within the DoA policy.
• Closely monitor supplier performances and establish continuous improvement plans under the SRM process
• Support as primary escalation level the organization to settle and solve potential supplier disputes

Rent-out:

• Actively look for and contractualize rent-out of Assets over-capacity to improve fleet rightsizing & cost
• Ensure the timely invoicing of all rented out assets to 3th parties

Additional info:

• Reports hierarchically to the Head of Rail Fleet Management
• Interacts and aligns with various departments.
• Represents Lineas Assets vis-à-vis external stakeholders customers suppliers partners etc..
• Ability to travel 20% of time

Profile:

• Excellent knowledge of English & Dutch or French with good knowledge of the 2nd language
• Strong Commercial skills
• Financial Acumens : ability to build TCO business cases.
• Contract skills
• Analytical Skills: Uses data and insights to determine objectives
• Technical affinity
• Knowledge of railways is a strong plus
• Consultancy or technical & financial-economic background strongly desired
• Knowledge of elements of the asset life cycle highly desirable maintenance programs etc.
