The mission of the Office of Housing Access and Stability (HAS) is to ensure fair efficient and transparent access to affordable housing. HAS provides subsidies placement services and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. HAS is committed to expanding housing choices affirmatively furthering fair housing and stabilizing the financial health of buildings. HAS consists of the divisions of Housing Opportunity Tenant and Owner Resources Housing Stability Budget and Program Operations and Program Policy and Innovation.

Your Team:

At HPD rent subsidy programs are administered by the Division of Tenant & Owner Resources (DTOR). HPDs rental subsidies including Section 8 or the Housing Choice Voucher (HCV) program provide funding to eligible low-income families for rental assistance toward decent safe and affordable housing in a neighborhood of their choice. Families pay approximately 30% of their income toward rent and the NYC Department of Housing Preservation and Development (HPD) pays the difference directly to the owner. The unit must have a rent that is determined reasonable and affordable by HPD and must meet federal Housing Quality Standards (HQS) to be approved.

Your Impact:

HPDs Division of Tenant & Owner Resources (DTOR) is responsible for the administration of rental subsidy programs that include Housing Choice Voucher (HCV) Project Based Voucher (PBV) Moderate Rehab Section 8 Moderate Rehab Single Room Occupancy (SRO) and Continuum of Care (CoC)-Shelter Plus Care (SPC) NYC 15/15 HOME Tenant Based Rental Assistance (TBRA) and the Housing Access Voucher Program (HAVP). Through these programs HPD serves over 40000 households and 9000 property owners in all five boroughs. DTOR is responsible for the initial application screening; confirming eligibility requirements; briefing applicants; and issuing vouchers. DTOR also monitors tenant and property owner compliance with their obligations under each program and continues to administer the ongoing subsidies throughout their participation. These continued activities include processing annual and interim recertifications to update family income/assets household composition rent amounts tenant moves & transfers reviewing rent increases; and providing customer service to stakeholders through our Client Services office call center and the DTR Portal.
Your Role:
HPD seeks a candidate for the position of Director of Moves & Portability (Ports) within the Division of Tenant and Owner Resources (DTR). The selected candidate will oversee and manage the day-to-day operations related to requests to move port or transfer from participants in HPDs Section 8 program as well as other rental subsidy programs.

The selected candidate will develop and implement strategies to facilitate efficient and effective processing of requests streamline operations improve productivity and staff development and manage relationships with owners managing agents and other external stakeholders. He/she will be responsible for ensuring high quality customer service to our clients and will develop and/or implement strategies to improve customer service.

The Moves & Ports unit has approximately 20 staff members in total. The Director will provide overall direction to the unit and directly supervise a Coordinator and Team Leaders who oversee two case management teams and provide support and guidance to the unit. The unit is responsible for managing all aspects of participant move requests unit transfers and voucher portability processing. Staff must also support the Client Services unit to provide in-person assistance to participants.

The selected candidate will have excellent problem solving and critical inquiry skills to ensure maximum productivity and best practice standards are upheld. The candidate will assist in the integration and implementation of policies and procedures and will need to creatively balance customer service goals with federal state and local program requirements. He/she will be responsible for coordination of relevant operations and special projects with other units within the Division and throughout the agency. He/she will also liaise with the public and represent the Unit Division or Agency at a variety of internal and external meetings. The candidate will be required to do periodic performance appraisals of staff and to train manage and ensure staff is working within federal regulatory and local policy guidelines.

Responsibilities:

-Provide strategic and operational leadership for the Moves & Ports Unit supervising the unit Coordinator Team Leaders and staff.
-Oversee daily unit operations including facilitating tenant moves reviewing and processing emergency move requests and managing face-to-face customer service interactions.
-Ensure accurate timely and consistent information is provided to tenants property owners elected officials and partner agencies regarding HPD rent subsidy programs including Section 8.
-Direct staff in assessing customer needs resolving complex or long-standing issues and coordinating service delivery across DTOR units and HPD divisions.
-Implement and maintain customer service best practices in alignment with City mandates with a focus on professionalism accessibility and transparency.
-Develop in-depth knowledge of HPD programs DTOR operations and data systems to support informed decision-making and effective problem-solving.
-Develops and apply strong expertise in federal regulations HPD policies and affordable housing programs to guide staff and inform decision-making.
-Represent the division at internal and external meetings; manage special projects; track and respond to inquiries; and collaborate with senior management on continuous process improvement.
-Maintains program integrity and regulatory compliance while promoting efficiency and transparency.

Preferred skills:

-Proven management experience
-Excellent communication skills (both written and oral). Candidates that are selected for an interview will be asked to provide a writing sample during the interview process.

-Strong computer skills including Microsoft Excel Outlook Word and Power Point
-Knowledge of Section 8 or other rental subsidy programs preferred
-Bilingual a plus

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
