BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
On 17 November 2025 the Executive Board approved the WFP Strategic Plan (SP) and its accompanying Corporate Results Framework (CRF). This transition requires all Country Strategic Plans (CSPs) Lines of Sight (LoSs) and logframes to be realigned to the new corporate parallel WFP is implementing a broader organizational shift to streamline programme architecture modernize digital systems and strengthen the use of standardized indicators across all planning and reporting processes.
A key component of this transformation is the Standardized KPI Framework which includes the digitalization of the Indicator Compendium (IC) and integration of methodological notes applicability rules and indicator metadata into COMET. This will enable countries to select and apply indicators more consistently and reduce manual interpretation. At the same time over 80 CSPs extending beyond 2026 require logframe retrofitting to ensure alignment with the new CRF and to integrate standardized indicators into existing programme structures.
The objective of the assignment is to lead and coordinate key components of the Standardized KPI Framework and CSP retrofitting workstreams ensuring strategic alignment across HQ divisions Regional offices and Country Offices and providing evidence-based inputs to senior management decision-makingThis includes ensuring that digitalized indicator guidance and methodological note linkages are ready for integration into COMET that CSP logframes are reviewed and validated ahead of the 1 July 2026 go-live and that Country Offices receive timely guidance and support throughout the process. The Consultant will play a central role in ensuring the coherence of WFPs corporate measurement framework during a period of major organizational transition requiring engagement with senior managers across Programme and TEC. The Consultant will also support corporate accountability processes by consolidating progress updates on the implementation of the new CRF and its measurement framework including adoption rates of mandatory indicators and remaining measurement gaps to inform WFPs accountability to the Executive Board and senior leadership.
ACCOUNTABILITIES/RESPONSIBILITIES:
The assignment will focus on coordinating the workstreams linked to the Standardized KPI Framework the digitalization of the Indicator Compendium and the retrofitting of CSP logframes. The Consultant will help ensure that standardized indicators are consistently reflected across CSP logframes that Country Offices receive timely support and that overall progress and risks are regularly monitored and communicated. The Consultant will work under the overall supervision of the Head of Normative Guidance & CRF (ACR & APP) and collaborate closely with PRGM teams PQB TEC Regional Monitoring Advisors and Country Offices.
The expected tasks under each workstreams include but are not limited to as follows:
A. Project Management & Coordination
Lead coordination of cross-functional workstreams contributing to the Standardized KPI Framework and CSP retrofitting ensuring effective collaboration across HQ divisions Regional Bureaux and COs. Maintain and monitor the overall workplan ensuring follow-up on milestones and risks.
Facilitate regular coordination meetings with HQ units (including TEC) and COs.
Prepare high-quality analytical briefs progress updates and decision notes for senior management highlighting risks resource needs and policy implications.
B. Support to Indicator CompendiumCOMET Integration
Provide substantive technical inputs to ensure accurate integration of indicator guidance methodological notes and metadata into COMET identifying and escalating issues requiring alignment across technical in testing user feedback and readiness activities linked to the digital integration.
C. Support to CSP Retrofitting & Quality Assurance
Conduct in-depth technical reviews of retrofitted logframes validating structural coherence methodological accuracy and alignment with the new CRF and corporate programme architecture.
Check consistency of results structures and incorporation of standardized indicators.
rovide authoritative guidance to COs on adjustments to LoSs and logframes addressing complex indicator interpretation issues and ensuring consistency across country recurring M&E and indicator interpretation issues into actionable guidance for dissemination to COs and Regional Bureaux.
D. Country Office Engagement
Support COs in validating and finalizing their retrofitted logframes addressing gaps and indicator-related questions as needed.
Lead structured engagement with CO leadership and M&E focal points to explain the digitalized Indicator Compendium gather system-level feedback and support adoption and compliance. .
Facilitate targeted technical clinics or regional sessions with COs presenting updates to senior CO staff where required.
E. Reporting & Transition Support
Draft high-quality guidance materials internal briefs and operational notes to support corporate adoption of the Standardized KPI Framework. Maintain structured issue-tracking and synthesis of emerging risks across countries and HQ teams escalating matters requiring senior management intervention.
Prepare concise strategic updates for PRGM senior management and inter-divisional forums summarizing progress risks and required decisions. Contribute to consolidated corporate updates on the implementation of the new CRF and its measurement framework including adoption of mandatory indicators and remaining measurement gaps to support PRGM senior management in fulfilling WFPs accountability requirements to the Executive Board.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key outputs of the consultant are expected to be:
1. Integrated workplan and coordination mechanisms for ICCOMET integration and CSP retrofitting. Includes periodic senior-management-facing updates summarizing key risks progress operational implications and early trends in the adoption and measurement of mandatory CRF indicators to support WFPs accountability processes vis-à-vis the Executive Board. Retrofitted and validated CSP logframes aligned with the CRF including standardized indicators.
2. Consolidated documentation and support materials for COs.
3. Final handover note summarizing achievements gaps risks recommendations and consolidated insights on the implementation of the new CRF measurement framework including indicator adoption rates and outstanding measurement issues relevant for WFPs accountability to the Executive Board.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences statistics development economics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of seven years of progressively responsible professional experience in monitoring programme guidance or policy development including experience coordinating multi-stakeholder processes and providing technical inputs to senior experience in Monitoring and Evaluation with strong familiarity with logframe design and indicator definition.
Knowledge & Skills:
Demonstrated ability to lead cross-functional coordination and manage complex corporate processes under tight timelines.
Experience preparing analytical briefs and decision notes for senior managers or governance bodies
Strong communication skills with the ability to communicate with multiple teams and stakeholders.
Ability to analyse and identify structural or indicator-related inconsistencies in planning or monitoring documents.
Capacity to translate technical guidance into practical support for Country Offices.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
