ORGANISATIONAL CONTEXT AND PURPOSE OF THE ASSIGNEMENT:
The PRG Programme Monitoring and Reporting Service (PRGM) serves as WFPs functional lead for monitoring corporate reporting (including COMET) and Community Feedback Mechanisms (CFM) at the global level. Based at Rome Headquarters with outposted regional teams PRGM provides global services that ensure robust monitoring and reporting practices across WFP operations. Effective support to Country Offices is critical to uphold accountability drive continuous improvement and maintain the integrity of WFPs monitoring and reporting functions.
Monitoring is central to WFPs ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time while providing evidence of programme results. Beyond oversight monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks standards and methodologies and supports Country Offices in planning and implementing monitoring strategies through guidance tools and field support. It also facilitates reporting of monitoring findings to internal and external stakeholders reinforcing transparency and accountability through COMET.
The Corporate Monitoring and Reporting unit (PRGM-C) provides guidance and supports the field among others in ensuring that COMET data for Country Strategic Plan design planning implementation and reporting of is entered correctly and timely. COMET data serves the measurement and analysis of programme performance informing decision-making and generating data for other analyses and this regard significant efforts have been made to standardise outcome and output monitoring data in the organization.
The Corporate Monitoring Unit (PRGM-C) is seeking a COMET consultant to support the team in ensuring that the system changes related to the implementation of the new 2026-2029 CRF are developed tested implemented and rolled out successfully to COs and technical units in Global HQ. The incumbent in this role needs to be able to work both on COMET product management engaging with the external development team and translating business requirements into technical requirements and contributing to system configuration and addition they will be required to translate system changes into clear guidance and training materials for COMET users and need to be able to provide hands-on support to COMET system users in the field primarily among Monitoring teams.
ACCOUNTABILITIES/RESPONSIBILITIES:
Within the Corporate Monitoring Unit (PRGM-C) and specifically the COMET team under the direct supervision of the COMET global coordinator leading work on system alignment to the new CRF the consultant will contribute to the efforts of translating the business needs into technical requirements ensuring that the system remain fit for business purpose and evolve to meet new emerging needs.
She/he will contribute to all PRGM-C workstreams as required. Specifically the expected tasks to be covered include but are not limited to:
1. Contribute to the business requirements for new or modified COMET functionality required for the new CRF
2. Support the COMET team in ensuring the business requirements are fully and correctly translated in IT system specification.
3. Support the PRGM-C Manager in identifying data sources and data points to address reporting requirements.
4. Prepare test plans and test cases and carry out testing of new or modified COMET functionality.
5. Attend Stand-Up Planning and Retrospective meetings as required.
6. Deal with assigned COMET end-user questions and requests professionally and helpfully ensuring a quick and satisfactory resolution.
7. Prepare and update COMET system guidance manuals and training materials
8. Organize webinars for Country Office focal points to ensure the adoption at field level of all the system enhancements
9. Provide any other COMET related support as requested
Crosscutting
Cross-functional Collaboration: Coordinate closely with other PRGM teams and thematic units to ensure business requirements are well documented.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key outputs of the consultant are expected to be:
Satisfactory delivery of COMET enhancements meeting business requirements.
New or revised COMET guidance aligned to the new CRF prepared.
Successful delivery of online webinars dedicated to the new features released in the system.
Good feedback from country office and global HQ COMET users.
Effective guidance and support provided to country offices and global HQ users.
Timely provision of support and guidance provided to other PRGM team members.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree and/or advanced courses/training with emphasize in one of the following disciplines: Information Technology Computer Science Mathematics or related discipline.
Experience:
3-5 years experience in Business Analysis and testing of IT projects with significant coordination role in dealing with numerous parties/stakeholders. A proven track recording provision of requirements in development and implementation of IT applications
Experience developing analytical scripts and using data analysis (e.g. DOTS) and visualisation tools (e.g. Tableau) are required.
Practical knowledge of COMET system is required given the timebound nature of the project.
Knowledge & Skills:
1. Knowledge of information management principles with the ability to identify and present data for different reporting and management purposes;
2. Business testing: creation and review of functional and non-functional Test Cases;
3. Knowledge on how to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect organize share and use corporate information;
4. Knowledge of WFP Corporate Results Frameworks and detailed understanding of monitoring-related country office business processes encoded into COMET.
5. Strong time management skills with an ability to plan and anticipate requirements;
6. Good knowledge and appreciation of IT trends and strategies including ability to articulate technical Information in easily understandable terms;
7. Ability to resolve problems and obstacles manage competing tasks and priorities successfully to deliver against tight deadlines;
8. Proven ability to develop quality reports and analyses;
9. Ability to communicate clearly both orally and in writing;
10. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: is an asset.
