Job Summary:
The Engagement Lead is the single point of accountability for the end-to-end delivery of cybersecurity governance projects. This role involves stakeholder engagement governance framework design and ensuring the quality of deliverables. The Engagement Lead will oversee project execution conduct assessments develop policy frameworks and create prioritized roadmaps for security improvements.

Responsibilities:
- Lead overall project execution across assessment policy development and roadmap creation.
- Serve as the primary interface with stakeholders.
- Manage weekly on-site engagement.
- Conduct stakeholder interviews.
- Review existing documentation.
- Identify governance risk and control gaps.
- Define enterprise Information Security Governance Framework.
- Establish policy hierarchy.
- Author and review key policies.
- Ensure policies are municipality-appropriate enforceable and auditor-ready.
- Facilitate workshops across departments.
- Drive consensus and approvals.
- Define prioritized phased security improvement roadmap.
- Align with organizational maturity and budget constraints.

Required Skills & Certifications:
- Deep expertise in cybersecurity governance frameworks (NIST CIS ISO 27001).
- Strong knowledge of CJIS Security Policy.
- Experience in municipal or public sector environments.
- Ability to translate technical controls into policy language.
- Executive communication and facilitation skills.
- CISSP (Mandatory).
