Job Summary
Position Summary
We are seeking a Quality Control (QC) Project Manager to support medical facility projects within the Military Health System. This role provides on-site project management and quality oversight for Sustainment Restoration and Modernization (SRM) and Operations & Maintenance (O&M) projects at Military Treatment Facilities (MTFs). The QC Project Manager will serve as a key liaison between contractors government stakeholders and facility personnel to ensure projects are executed in compliance with contract requirements federal standards and mission-critical timelines.

Essential Duties and Responsibilities
Project Management & Oversight
- Provide on-site project management support for SRM/O&M projects within MTFs
- Conduct field surveys requirements analysis and stakeholder coordination
- Prepare and deliver weekly status reports and project updates
- Facilitate design reviews prioritize work and support relocation efforts
- Coordinate outages and participate in project meetings with stakeholders
Construction & Quality Control
- Perform continuous on-site surveillance of construction activities
- Inspect contractor quality control processes and ensure compliance with contract requirements
- Monitor testing requirements and maintain detailed project documentation
- Maintain weekly progress photos and construction records
Contract & Technical Review
- Review contractor submittals shop drawings and samples; provide recommendations to the Contracting Officers Representative (COR)
- Evaluate RFIs/RFCs and recommend appropriate responses and solutions
- Review contractor schedules performance issues and provide corrective action recommendations
- Analyze change orders claims and requests for equitable adjustment; provide supporting documentation and recommendations
- Assist COR with processing modifications claims and time extensions
Design & Engineering Support
- Interpret drawings and specifications to ensure compliance with contract requirements
- Review project plans for constructability technical accuracy and material availability
- Evaluate HVAC and electrical systems including installation testing commissioning and field verification
- Recommend design modifications where necessary
Documentation & Reporting
- Maintain comprehensive project records including financials communications submittals and change orders
- Utilize USACE Resident Management System (RMS) for reporting
- Prepare meeting summaries and report issues with recommended resolutions
- Review final as-built drawings and ensure accuracy
Project Closeout
- Assist in punch list development and project acceptance
- Collect and review warranty documentation and O&M manuals
- Ensure proper turnover of systems and documentation to facility personnel
Education Experience and Technical Skills
Required Education Experience and Technical Skills
- Minimum 4 years of project management experience OR 2 years of medical project management experience
- Strong working knowledge of the Military Health System and Defense Health Agency
- Familiarity with DHA Facilities Enterprise Defense Health Networks (DHNs) and service-level facility planning organizations
- Working knowledge of DoD medical space planning and design criteria including SEPS
- Proficiency in Microsoft Office Suite: Word Excel PowerPoint Access SharePoint and Outlook
- Experience with construction administration documentation and QA/QC processes
- Strong understanding of industry standards for medical facility planning and design
- Excellent written and verbal communication skills with the ability to interact at a senior/executive level
- Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
- Must have or be able to obtain and maintain a valid drivers license
Preferred Education Experience and Technical Skills
- Experience supporting federal or DoD construction projects
- Familiarity with USACE processes and Resident Management System (RMS)
- Background in healthcare facility design construction or engineering
Working Environment
This is an on-site role supporting Military Treatment Facilities at Camp Lejeune Minot Air Force Base or Grand Forks Air Force Base requiring close coordination with government personnel contractors and medical staff along with active involvement in construction environments and project sites.
This role also requires periodic travel to project sites including locations undergoing renovation or active construction. During site visits the employee may be exposed to non-temperature-controlled environments construction noise dust and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits depending on site conditions. While on site visits an individual in this role will be required to work typical hours at the request of the client or role demands.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors contractor representatives and inspecting the construction work that is being performed.
Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
Stooping/Kneeling/Crouching/Crawling: This role requires stooping kneeling crouching crawling and ladder climbing to inspect all aspects of building construction to foundations crawlspaces and roofs.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop mouse keyboard computer monitors telephones and scanners copiers and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information review information and make decisions about information.
Seeing: This role requires the ability to see view and distinguish all aspects of construction to ensure quality control.
Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment safety equipment and other needed construction items to and from various workspaces.

- Wired broadband service (cable fiber or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
- Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed
Cellular hotspot or fixed wireless cellular services (e.g. T-Mobile Home Internet) may not be used as a primary connection.
