About the Role
We are seeking a Facilities Project Manager to lead operational and maintenance (O&M) services at the Memphis Internal Revenue Service Center (MIRSC) in Memphis TN. This role is responsible for the planning coordination and administration of all contract activities and deliverables in accordance with contract requirements and industry best practices.
The Facilities Project Manager will be on-site from 7:30 am to 4:00 pm Monday through Friday and at any other times required to manage all contract work effectively.
The Facilities Project Manager will be required to be available and reachable by phone and email 24/7/365 (including weekends after hours and holidays as needed) for site emergencies as required by contract and per COR direction.
This is a fully onsite position at the IRS facilities in Memphis Tennessee. This position is contingent upon contract award.
Responsibilities
- Serve as the primary on-site leader with full authority and accountability for all O&M contract execution at the IRS Memphis facility.
- Provide direct supervision of TGS and subcontractor personnel ensuring safe and compliant delivery of services across all shifts.
- Direct oversee and document preventive maintenance repairs and operations of complex building systems including but not limited to: uninterruptible power supply (UPS) systems large chiller plants low pressure boilers computerized fire alarm systems emergency generators high voltage switchgear and computerized building automation systems (BAS).
- Maintain routine effective communication with the IRS Contracting Officers Representative (COR) providing required contract documentation daily and other periodic reporting and ensuring schedule safety and quality compliance.
- Oversee and coordinate project priorities task order execution and quality assurance activities; ensure timely submission of all deliverables as required by the contract Quality Assurance Surveillance Plan (QASP) and COR direction.
- Manage and monitor subcontractor activity procurement trades personnel and cost control.
- Lead or support construction remodeling and maintenance/repair projects including proposal development bid solicitation and scope compliance.
- Identify and escalate risks or issues that could impact facility operations or contract compliance.
- Support the TGS commitment to excellence integrity client service and continuous improvement.
- Abide by the Federal Drug-Free workplace policy.
- Perform other duties and special projects as assigned.
Required Experience and Skills
- Minimum of four (4) years of recent experience (within the past seven 7 years) as a first-line supervisor directly responsible for personnel facilities operations and maintenance and repairs in buildings of comparable size and complexity (at least 900000 SF of office data center or similar critical infrastructure).
- Demonstrated experience in planning managing and executing O&M preventive maintenance and repair activities for all building systems included in the IRS or other federal government customers Performance Work Statement (PWS).
- Working knowledge of electrical HVAC plumbing carpentry and general building maintenance.
- Strong skills in reading and interpreting blueprints and as-built drawings.
- Advanced proficiency in Microsoft Office suite (Word Excel Outlook etc.).
- Excellent written verbal and interpersonal communication skills.
- Knowledge of and experience with OSHA standards and federal/state/local safety regulations.
- Ability to build effective working relationships with staff customers and others.
- Flexibility to adapt to changing work priorities.
- Experience with government contracting and contract compliance is desired.
- Must comply with all background check suitability and Personal Identity Verification (HSPD-12) requirements as specified by IRS and federal regulations and support all requests for documentation or investigation as a condition of assignment and continued employment.
- Candidates must be U.S. citizens or Lawful Permanent Residents (LPR).
- Must possess a valid drivers license with a clear and satisfactory driving record.
- Must be able to pass background check requirements and obtain government clearance as set by clients.
- Comply fully with all applicable federal state and local regulations customer/contract requirements site safety policies and background/suitability checksincluding participation in any IRS-mandated suitability adjudications (HSPD-12).
- Maintain licensure and certifications as a standing condition of assignment and ongoing employment.
Education and Training
- Bachelors degree in related field (mechanical electrical engineering etc.).
- Licensure in at least one relevant mechanical or electrical trade is preferred. Maintaining any required licensure is a condition of ongoing employment.
Physical Requirements
- This position requires on site presence at the IRS facilities located in Memphis Tennessee; no remote work available.
- Employee may be required to work in excess of 8 hours in a day and 40 hours per week. The person in this role will be on call 24/7/365.
- This role requires work in office setting and in non-office settings such as machinery rooms electrical distribution centers server rooms and industrial locations Work may require exposure to heat/cold noise dusts mist and/or fumes.
