Job Description:
As a Program Manager for enterprise level permitting licensing and certification initiatives you will lead the delivery of a complex cross functional digital program that spans multiple projects and workstreams. You will establish structure governance and operating models to align strategy with execution partner with diverse stakeholder groups and drive accountability transparency and successful outcomes in a fast paced Agile environment while supporting modernization of public digital services.

Key Responsibilities:

• Own end to end delivery of a multi workstream enterprise program and define its vision structure and execution strategy.
• Design and implement program governance operating cadence roles responsibilities and escalation paths.
• Develop and maintain an integrated master roadmap managing dependencies priorities scope schedule and budget.
• Drive alignment across product project management engineering UX operations vendors and business stakeholders.
• Lead risk issue and decision management with proactive mitigation and timely escalation.
• Oversee program financials forecasting and vendor performance to ensure alignment with goals and contracts.
• Provide clear concise executive level status reporting and translate complex details for non technical audiences.
• Coach and enable teams improving ways of working accountability and delivery readiness.
• Support Agile coordination ceremonies metrics tracking documentation and stakeholder communication as needed.

Required Skills Experiences Education and Competencies:

• 8 10 years of experience in program or portfolio management leading large complex multi workstream initiatives.
• Proven track record delivering enterprise programs with cross functional teams and external vendors.
• Strong expertise in program governance planning execution and hybrid delivery models.
• Demonstrated leadership through influence with exceptional communication and stakeholder engagement skills.
• Experience managing budgets forecasts risks dependencies and executive reporting.
• Ability to bring structure and clarity to ambiguous or early stage environments.
• Experience supporting Agile teams and using project and Agile management tools.
• Bachelors degree in a relevant field and applicable certifications preferred.

The hourly range for roles of this nature are $60.00 to $90.00/hr. Rates are heavily dependent on skills experience location and industry.
