POSITION OVERVIEW
The Staff Engineer Control Systems Reliability reports to the Engineering Superintendent Reliability and is the technical steward for instrument and control systems. The position is responsible for supporting system maintenance and improving these systems including all associated Staff Engineer Control Systems Reliability will provide discipline expertise to less experienced support staff maintenance and production groups. Supports the Engineering Superintendent Reliability with driving continuous improvement within the maintenance and operation of assets to ensure the highest level of asset availability.
This is a DOT position.
RESPONSIBILITIES AND ESSENTIAL DUTIES
Serves as the Instrumentation & Control Systems administrator with the primary focus on the development and implementation of programs to improve reliability.
Provides daily process of instrument and control systems support to the plant to keep the plant systems operational.
Responsible for the industrial process control systems from the field devices (valves transmitters sensing elements analyzers flowmeters etc.) through the controller (which includes DCS PLC SIS HMI BMS vibration monitoring systems air compressor controllers etc.).
Responsible for tracking availability and improving the overall reliability of the equipment related to instrumentation and control systems.
Supports Superintendent Reliability with developing and maintaining various customer service agreements with OEMs.
Use sound engineering practices plant standards and specifications ensuring that documentation for the Instrumentation & Control Systems is maintained properly.
Responsible for the development of documentation standards including updates to the maintenance reliability and unit operating manuals.
Participates in the Management of Change process.
Develops Key Performance Indicators (KPI) with the emphasis on monitoring and analysis for Instrumentation and Control systems for increased efficiency and reduced downtime between scheduled PMs and planned outages.
Provides technical support troubleshooting and provides assistance in planning and coordinating work for the Maintenance Department. Works with maintenance and operations on reliability issues when they occur.
Responsible for analyzing work order repairs and failure data pulling data for continuous improvement activities meeting improvement milestones developing performance trends and monitoring for improvement.
Responsible for conducting Root Cause Failure Analysis on equipment failures to eliminate or mitigate consequences.
Serves as a subject matter expert on Instrumentation & Control Systems engineering issues (not limited to risk engineering system integrity and applicability to specifications philosophies and standards) and assist the support groups (Instrumentation & Control Systems Maintenance Supervision and Technicians). Understand and interpret codes standards and regulations that are equipment related.
Develop proposals for plant improvements including design basis and preliminary estimates and budgets for capital projects.
Develop working relationships with other department personnel within the plant to seek out opportunities that will add value to each job completed.
Responsible for evaluating the workflow process identification of critical spares spare parts storage and preservation requirements for Instrumentation & Control Systems.
Accountable for ensuring safety security health and environmental incidents are prevented through frequent job observations and assessments. Responsible for developing or collecting information in support of permit requirements as assigned.
Responsible for managing contracts for the purchase of goods and services needed and ensures the contractor fulfills their contractual obligations. Supports the efforts of the Superintendent Reliability Maintenance Planning Supervisor Maintenance Supervisors/Superintendents Maintenance Manager and Warehouse Supervisor in developing equipment spare parts requirements as needed.

KNOWLEDGE AND SKILLS
Knowledge:
Understands all facets of equipment reliability and importance of the physical properties and safe handling practices of LNG. Possesses knowledge of governmental regulations and related technical and safety codes standards and permit related reporting requirements. Applies advanced engineering knowledge skills and practices in diagnostics analyses and maintenance procedures and performs from both an in-depth and broad perspective as needed; frequently takes full technical ownership of difficult assignments. Regularly provides technical guidance to others.
Skills:
- Knowledge of CMMS Systems RCA tools for conducting failure analysis.
- Strong leadership and administrative abilities are required.
- An acute sensitivity to safety issues in a hazardous environment.
- Exceptional written verbal and interpersonal communication skills.
- Ability to communicate effectively at all levels of an organization and with individuals and groups from different disciplines industries and governmental agencies.
- Able to work with a culturally diverse group of technical individuals whose skills cover the range required to engineer operate and maintain the LNG terminal and Liquefaction production facilities.
- Possess the personality and ability to relate to and to establish a mutually respectful relationship with 1) management 2) peers and 3) the various facility level workers (Plant Manager plant supervision and plant workers) who are all responsible for ensuring good operations.
- Organized planning skills able to manage multiple activities and programs in timely fashion and with a high degree of accuracy able to meet work deadlines.

- Accomplished public speaker able to create and deliver industry-specific presentations.
- Computer literate including Microsoft Office Suite including Word Excel Access Project and PowerPoint.
EDUCATION AND EXPERIENCE
Education and Certifications: Bachelors degree in electrical engineering or other relevant engineering degree is required Instrument and Control focused preferred.
- Experience: Required minimum of 10 years of experience with Instrumentation & Control Systems in an industrial setting. Recent experience with LNG is preferred however petrochemical NGL cryogenic natural gas processing or other hydrocarbon processing experience may be acceptable.

The Staff Engineer Control Systems Reliability requires minimal supervision and is competent to work independently across disciplines.
WORK CONDITIONS
- Job is performed in an industrial plant environment.
- Occasionally work may be performed from home after normal work hours or on weekends.
- Limited travel required as business conditions dictate.
- While performing the duties of this job the employee is often required to stand walk sit climb stairs work at height above ground on stairs and catwalks balance stoop kneel crouch talk or hear smell type and write.
- Must be able to board a ship via a gangway climb to the top of a tank (200 steps) scale vertical steel ladder up to forty feet or more in height and lift and move objects weighting up to 50 pounds.
- While performing the duties of this job the employee will work indoors and outdoors and be exposed to year-around weather conditions ocean environment noise and occasionally process gases and vapors. There is a considerable number of outdoor activities involved.
- Specific vision abilities required include close vision color vision peripheral vision depth perception and the ability to adjust focus.
- Subject to random drug and alcohol testing per applicable federal regulations or as required by Cheniere.
- Required to pass regularly scheduled physical examinations mandated by regulatory authorities.
- Required to obtain mandated certification by attending Company-sponsored training in basic first aid CPR and LNG firefighting.
- Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
