ABOUT THE ROLE
We are currently filling two distinct roles under this posting
Policy and Legislation Focus - This position is responsible for shaping how the Region responds to growth through effective policy development and legislative interpretation/ responses. You will analyze provincial legislation federal programs conduct policy research and develop recommendations related to development charges and how growth infrastructure is funded in a fiscally sustainable way. This role also involves preparing briefing notes to senior managements Council reports/memoranda and presentations and ensuring that complex policy and legislative considerations are clearly communicated to support strategic decision-making.

Technical and Data Focus - This position is responsible for financial analysis modeling and forecasting to support development charge calculations collections and long-term financial planning. You will develop and maintain complex financial models analyze growth and revenue trends and assess the financial impact of development across the Region. The role requires strong quantitative skills (e.g. Excel Excel VBA) and the ability to translate data into meaningful insights to support evidence-based decision-making. It also requires the ability to take the data and insights and develop briefings and presentations to the senior management team.

Together these roles ensure that both policy direction and financial analysis are aligned to support informed evidence-based decision-making across the organization. These roles will help ensure fiscally sustainable growth in the Region.


WHAT YOULL BE DOING

  • Develop and present policy recommendations related to development charges growth management and potential new revenue sources.
  • Provide advice on capital budget envelopes and development charge funding allocations for the annual corporate budget.
  • Respond to inquiries and resolve issues from internal and external stakeholders.
  • Participate in committees work groups and special projects as assigned.
  • Ensure all work aligns with legislative requirements corporate standards and customer service expectations.
  • Leads the preparation of Development Charge background Studies and the Regional and area-specific Development Charge Bylaw (updates and/or amendments) including working with internal and external stakeholder as required.
  • Develops recommendations for submission to Council regarding development charge related policies the financial impact of growth treatment of development charges by the Region and potential new revenue sources for the Region.
  • Working with the Manager develops recommendations regarding growth management regulations and implementation by providing research and analytical support.
  • Conducts policy research and reviews regarding population and economic factors and their impact on revenues. infrastructure needs and the Regions finances.
  • Lead and participate in extensive stakeholder management.
  • Develops maintains and ensures the accuracy of complex financial models used to support the development charge rate calculation and the long-term financial forecasts used in the Development Charge Background Studies including any proposed changes to the Bylaw as well as the Regions Debt Management Plan.
  • Develop robust methodologies to forecast short and long-term development charge collections residential and non-residential growth within the Region and estimate the financial impact of growth including modelling the impact of potential changes in provincial legislation and/or Regional policies.
  • Performs other duties as assigned in accordance with Branch and Department objectives.

WHAT WERE LOOKING FOR

  • Masters Degree in Business Administration Mathematics Finance Economics Public Policy or a related field of study or an approved equivalent combination of education and experience.
  • Minimum five (5) years related experience in a large multi-divisional organization including experience in policy development financial or other analysis and forecasting as well as project management.
  • Demonstrated ability to write and present analytical reports identify issues interpret data and make informed policy recommendations.
  • Proficiency in analyzing designing and developing financial models utilizing a variety of analytical tools and statistical software.
  • Knowledge of development charges municipal revenue sources as well as a demonstrated ability to interpret and explain key municipal-related provincial statutes and regulations such as the Municipal Act the Development Charges Act
  • Knowledge of accounting and economics principles.
  • Demonstrated ability in the Regions leadership/and core competencies.
