Public Works - Water and Wastewater

Status: Regular Full Time

Salary Range: Non Union Salary Band I $105754 per annum to $132193 per annum

Hiring Range: $105754 per annum-$118974 per annum (plus comprehensive benefits where applicable)

Work Mode: Hybrid; 2 Onsite days required in office which can increase based on operational needs. Travel within Region of Peel is required *see below for more details about this work mode.

Who we are:The Water and Wastewater Divisional focus is to ensure the Region of Peel community is provided with a safe and reliable drinking water supply wastewater is efficiently collected and properly treated and both the environment and long-term fiscal processes are sustainable.

Water and Wastewater Divisions provide services to approximately 2 million residents and businesses in the Region of Peel parts of York Region and the City of Toronto. Compliance is ensured with various Regulations including Safe Drinking Water Act Sustainable Water and Sewage Systems Act and the Environmental Protection Act. Water and Wastewater Divisions operate in accordance with Environmental Compliance Approvals (ECAs) as issued by the Ministry of the Environment Conservation and Parks (MECP).

The Advisor works collaboratively with Water and Wastewater Engineering Operations Infrastructure Planning Partnerships and Compliance and Procurement teams to integrate contractor safety requirements into planning procurement and execution activities. The Advisor supports consistent application of the Regions Vendor Performance Management (VPM) framework and ensures contractor safety management practices align with ISO 45001 Occupational Health and Safety Management System (OHSMS) requirements.

What you will do in this role:

  • Lead and coordinate the Regions contractor safety program for Water and Wastewater projects ensuring compliance with the Ontario Occupational Health and Safety Act and all applicable regulations.

  • Serve as the organizations subjectmatter expert on contractor safety legislation case law and duediligence obligations.

  • Provide strategic guidance to leadership and project teams on contractor roles responsibilities and safety expectations throughout planning construction and operational activities.

  • Support the phased implementation of Chief Prevention Officeraccredited health and safety standards as part of contractor prequalification.

  • Coordinate and administer contractor health and safety prequalification processes in partnership with Procurement and project teams.

  • Manage external Health and Safety Consultants responsible for reviewing contractor safety programs certifications statistics and training records.

  • Contribute to continuous improvement of prequalification criteria based on legislative updates audit outcomes and industry best practices.

  • Maintain and oversee a roster of thirdparty health and safety auditors and assign them to projects as required.

  • Coordinate ongoing contractor performance monitoring and ensure all documentation reports and records are properly maintained.

  • Review audit findings inspection reports and performance metrics and verify corrective actions with internal staff and vendors.

  • Oversee the application of the Vendor Performance Management process to ensure consistent contractor performance evaluations and escalation where needed.

  • Collaborate with Engineering Operations Planning Compliance and Procurement teams to embed contractor safety requirements into contracts specifications and work plans.

  • Participate in project kickoff and ongoing project meetings to support integration of safety expectations.

  • Conduct site visits to verify contractor compliance and assist staff in resolving safety concerns.

  • Provide coaching and advisory support to Regional staff who interact with contractors in the field.

  • Engage with provincial prevention partners and municipal health and safety associations to support benchmarking and knowledge sharing.

  • Participate in discussions with contractor associations to gather industry feedback and strengthen program alignment.

  • Support implementation and maintenance of ISO 45001 requirements related to contractor and supplier safety management.

  • Ensure project teams maintain documentation and evidence required for internal and external ISO audits and participate in audit activities and corrective action tracking.

  • Manage a centralized repository for contractor safety and procurement documentation ensuring records are current controlled and accessible.

  • Analyze contractor safety data and trends to identify risks systemic issues and opportunities for program improvement.

  • Prepare reports and dashboards for leadership and project teams on contractor safety performance.

  • Monitor legislative changes enforcement trends and case law to inform policy updates and guidance.

  • Provide ongoing recommendations to leadership to support continuous improvement of the contractor safety program.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).

  • Post-secondary education in Occupational Health and Safety Engineering Construction Management or a related field.
  • Certified Registered Safety Professional (CRSP) or Certified Registered Safety Technician (CRST) designation required.
  • Minimum five (5) years of progressive experience in contractor safety management preferably in a municipal infrastructure construction or utilities environment.
  • Strong working knowledge of the Ontario Occupational Health and Safety Act construction regulations and relevant contractor safety case law.
  • Demonstrated experience with contractor pre-qualification systems third-party audits and contractor performance management.
  • Knowledge of procurement processes and integration of safety requirements into contracts and vendor management frameworks.
  • Experience supporting or auditing ISO 45001 Occupational Health and Safety Management Systems.
  • Combination of education and experience may be considered

Skills/Abilities:

  • Strong interpersonal facilitation and negotiation skills to influence diverse stakeholders.
  • Excellent written and verbal communication skills including report writing and presentation to senior leadership.
  • Proficiency with Microsoft Office and document management systems.
  • Ability to conduct site visits; valid Ontario Class G drivers license and access to reliable transportation.

Work Mode & Job Location: In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

Its important to note that your off-site work location must be within the province of Ontario. This ensures that were compliant with all regulations and policies.
