Job Summary
Job Summary (Senior Project Manager)
- Lead and manage the transition of the clients Accounting Information System (AIS) to the Financial Information System for California (FisCal).
- Oversee all phases of the project lifecycle including onboarding go-live and post-implementation support.
- Provide project management and consulting services for system transition focusing on impacted areas such as accounting budgeting case management contracts purchasing and operations.
- Develop implement and monitor project management plans schedules work breakdown structures and risk/issue tracking mechanisms.
- Facilitate communication and alignment among multiple stakeholders and project teams within a complex organizational environment.
- Manage change initiatives and support organizational adaptation throughout the FisCal transition.
- Coordinate the development and support of Standard Operating Procedures (SOPs) and internal knowledge transfer.
- Oversee application integration upgrade testing and ensure accurate accounting system reporting.
- Provide strategic planning consulting workload and budget management for the transition project.
- Act as a liaison between client divisions and project teams ensuring all mission-critical needs are addressed during and after the system transition.
- Ensure compliance with State of California project management standards specifically for financial and ERP systems.
- Deliver regular updates and facilitate meetings with stakeholders to communicate project progress and resolve issues.
- Support the clients Office of Strategic Initiatives (OSI) in fulfilling its project management and liaison responsibilities.
Minimum Requirements:
- Bachelors degree or equivalent experience (year-for-year substitution).
- PMP certification (required; non-negotiable).
- 7 years of broad increasingly responsible project management experience including 4 years as a senior PM on large/complex IT projects (with at least one $5M project).
- 6 years leading California state agency FisCal onboarding and system transitions.
- 5 years of project management experience in CA state government.
- 4 years facilitating complex stakeholder alignment change management and meeting facilitation.
- 4 years of project planning and execution including schedule WBS and risk/issue tracking.
- 4 years of coordinating SOPs and internal knowledge transfer.
- 5 years of strategic planning consulting workload and budget management.
- 5 years of application integration upgrade testing oversight and accounting system reporting.
Desirable Qualifications:
- Masters or doctoral degree.
- 8 years of project management experience (with higher years in all above areas).
- Additional experience with large-scale IT and financial system transitions in the California state government context.
