Role Summary
A public sector organization is seeking an experienced PMP-certified Project Manager to lead large-scale application development initiatives. The role involves managing both Commercial Off-the-Shelf (COTS) and in-house development projects ensuring successful delivery across all phases of the project lifecycle while adhering to secure development standards.
Key Responsibilities
- Lead and manage application development projects including COTS implementations and custom-built solutions.
- Oversee vendor deliverables such as system upgrades installations configurations custom development and issue resolution.
- Ensure adherence to Secure System Development Life Cycle (SSDLC) standards.
- Develop and maintain project plans including scope schedule budget communication plans and status reports.
- Manage project execution and control from initiation through closeout.
- Create and maintain detailed project schedules using tools such as Microsoft Project.
- Track progress identify variances and provide regular status updates to leadership and stakeholders.
- Utilize Waterfall Agile and Hybrid methodologies to manage project timelines and deliverables.
- Facilitate project meetings including Scrum sessions and stakeholder updates.
- Develop and manage detailed scope documents and oversee deliverable acceptance processes.
- Manage change requests and ensure alignment with project scope and objectives.
- Oversee quality planning assurance and control including system testing and User Acceptance Testing (UAT).
- Track defects metrics and ensure adherence to quality governance standards.
- Lead high-visibility multi-phase projects and report to senior leadership.
Required Qualifications
- PMP (Project Management Professional) Certification mandatory.
- Proven experience working with government agencies.
- Bachelors degree in a relevant field (preferred but not explicitly required).
Experience Requirements
- Minimum 84 months (7 years) of experience as a Project Manager managing application development projects (COTS and/or in-house).
- 84 months of experience managing project execution including budgets schedules scope and reporting.
- 84 months of experience developing and managing detailed project schedules using tools like Microsoft Project.
- 84 months of experience working with Waterfall Agile and Hybrid project methodologies.
- 84 months of experience in scope management deliverable review and change request processes.
- 84 months of experience in quality management including QA testing UAT and defect tracking.
- 84 months of experience managing large multi-phase high-visibility projects within a government or public sector environment.
