Role Summary
A public sector organization is seeking an experienced PMP-certified Project Manager to lead large-scale application development initiatives. The role involves managing both Commercial Off-the-Shelf (COTS) and in-house development projects ensuring successful delivery across all phases of the project lifecycle while adhering to secure development standards.
Key Responsibilities
Lead and manage application development projects including COTS implementations and custom-built solutions.
Oversee vendor deliverables such as system upgrades installations configurations custom development and issue resolution.
Ensure adherence to Secure System Development Life Cycle (SSDLC) standards.
Develop and maintain project plans including scope schedule budget communication plans and status reports.
Manage project execution and control from initiation through closeout.
Create and maintain detailed project schedules using tools such as Microsoft Project.
Track progress identify variances and provide regular status updates to leadership and stakeholders.
Utilize Waterfall Agile and Hybrid methodologies to manage project timelines and deliverables.
Facilitate project meetings including Scrum sessions and stakeholder updates.
Develop and manage detailed scope documents and oversee deliverable acceptance processes.
Manage change requests and ensure alignment with project scope and objectives.
Oversee quality planning assurance and control including system testing and User Acceptance Testing (UAT).
Track defects metrics and ensure adherence to quality governance standards.
Lead high-visibility multi-phase projects and report to senior leadership.
Proven experience working with government agencies.
Bachelors degree in a relevant field (preferred but not explicitly required).
Experience Requirements
Minimum 84 months (7 years) of experience as a Project Manager managing application development projects (COTS and/or in-house).
84 months of experience managing project execution including budgets schedules scope and reporting.
84 months of experience developing and managing detailed project schedules using tools like Microsoft Project.
84 months of experience working with Waterfall Agile and Hybrid project methodologies.
84 months of experience in scope management deliverable review and change request processes.
84 months of experience in quality management including QA testing UAT and defect tracking.
84 months of experience managing large multi-phase high-visibility projects within a government or public sector environment.
Additional Information
Strong leadership communication and stakeholder management skills are essential.
Must be comfortable working in an on-site environment for interviews and potentially project requirements.
