Job Description

The Developer Lead is responsible for leading teams in developing documenting educating and articulating moderately complex business requirements to support enterprise business solutions initiatives. This includes vision to implementation strategy development and tactical execution of objectives.
The role also ensures team members effectively contribute expertise in system analysis design coding testing debugging and documenting across all lifecycle phases.

Work Environment:
General office worker sedentary role remote or office setting with routine campus travel within walking distance of the primary work assignment.

ITS (Interplan Teleprocessing Systems) experience at BCBS plan

Requirements
Experience with BCBSA applications/integrations: ITS
Recent ITS experience (minimally after ITS 10.0; preferred within the last 5 years)
Bonus: BlueCard Modernization experience
Experienced mainframe COBOL programmer
Understanding of BlueCard program (Host and Home) ITS and interaction with Blue2

Other Requirements
Familiar with ANSI claim transactions:
Experience with SCLM (IBM Software Configuration and Library Manager) is helpful
Experience with DB2 AQT MQ
Plan experience must include ITS databases on premises (not from a PlanConnexion Plan)
Experience with BMC Control-M/R (mainframe job scheduler) is helpful

Education
Bachelors degree in Business Computer Science Management Information Systems or related field.
In lieu of degree:
Five (5) years relevant experience OR
Associates degree or 72 credit hours toward a Bachelors degree in a relevant technical field plus three (3) years of relevant experience

Experience
Minimum seven (7) years of direct experience supporting source systems and project teams in developing documenting educating and articulating moderately complex business requirements for strategic and tactical business needs
Experience leading teams in data gathering program logic development coding testing and documentation
Experience in Application Systems Programming Design & Analysis using various programming languages
Experience as a Programming Lead in at least four (4) large-scale projects
