Your Team:

The Office of Neighborhood Strategies (ONS) collaborates with nonprofits community stakeholders and elected officials to empower tenants and homeowners and to plan for neighborhood change including the redevelopment of public land for affordable housing.
-The Office of Neighborhood Strategies is composed of two divisions and a cross-divisional unit reporting to the Associate Commissioner:
-The Division of Planning and Predevelopment (P&P) manages HPDs predevelopment and land use pipeline on City-owned land as well as the agencys land use and resiliency policy.
-The Division of Neighborhood Development and Stabilization (NDS) conducts community engagement and outreach through neighborhood plans tenant and owner support programs education programs and partnerships with community-based organizations.
-The Strategic Initiatives Unit (SIU) leads special planning and policy initiatives and provides essential technical planning and policy support to staff and the Associate Commissioner of Neighborhood Strategies.

Your Impact:

As a Senior Borough Planner on the Bronx Planning team within the Division of Planning and Predevelopment your role is critical to fulfilling the Mayoral commitment to comprehensive community-based planning with the aim of stabilizing and strengthening neighborhoods to ensure they are diverse livable and equitable.
Your Role:
Reporting to the Borough Director your role will include managing tracking reporting and ensuring that predevelopment activities are being undertaken in a timely efficient and effective manner.

Your Responsibilities:
Selected duties for the Senior Borough Planner include:

-Shepherding a select portfolio of complex affordable housing projects through the land use approval process.
-Coordinating input from and building relationships with community members technical experts agency partners and agency leadership.
-Analyzing development trends and neighborhood and market dynamics.
-Conducting land use and zoning analysis.
-Coordinating with Predevelopment Planners in the requests for proposals review and selection process.
-Working collaboratively with other City agencies such as the Economic Development Corporation the Department of City Planning the New York City Housing Authority State agencies for- and non- profit housing and community developers Community Boards and local organizations public officials and neighborhood residents.
-Representing HPD at public meetings including with Community Boards Borough Presidents Offices and the City Planning Commission.
-Creating clearly articulated and compelling public-facing materials including maps data visualizations and plain-language explanations of complex policy issues.
-Participating and assisting in neighborhood workshops as necessary.
-Assisting with the management of work by junior staff and interns with the opportunities for professional development.

Preferred Skills:

-Knowledge of and experience with New York City government the NYC Zoning Resolution and regulatory requirements; affordable housing development; and/or land use and urban planning issues.
-Successful experience working with community boards civic associations community-based non-profit organizations and/or neighborhood groups.
-Experience conducting studies writing reports and facilitating meetings with community and interagency partners.
-Strong writing researching editing and interpersonal communication skills. Ability to produce high-quality materials in a variety of formats for internal and external audiences.
-Demonstrated ability to meet deadlines and manage multiple projects in a timely manner.
-Proficiency in ArcGIS Adobe Creative Suite and Microsoft Office applications including Excel and PowerPoint
-Ability to work independently take initiative and work effectively with others.
-Excited to be part of a team to work with others to solve problems creatively and get quality work done. Ability to hear take and give feedback effectively and productively and to collaborate with peers to get the job done.
-Two to four years of professional experience in a related field; candidates with masters degrees in urban planning real estate development public administration public policy or a related field are strongly preferred.

This position is funded by the US Department of Housing and Urban Development (HUD) HOME grant program and will support HOME-funded projects to create affordable housing for low-income households.

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
