Traffic Scotland is a service provided by Transport Scotland and aims to make journeys on the Scottish Trunk Road Network as safe and as smooth as possible. The Scottish Trunk Road Network covers over 3500km of motorways and trunk roads and connects Scotlands major cities towns airports and ports enabling the movement of people goods and services. It carries 35% of all traffic and 60% of heavy goods vehicles.

Traffic Scotland constantly collects stores and processes a wide range of data relating to the use of our network to provide information to road users and to evaluate and make decisions on the operation of the network. This data is used for a huge variety of purposes including reducing disruption caused by congestion events and adverse weather as well as supporting investment in road maintenance improvement and the transition to net-zero.

Reporting to the Head of ITS Operations you will lead on the management of the data services offering and development of this service to take account of evolving customer needs expectations and technology capabilities to drive insight and ensure that the data service is aligned with wider service objectives.

The post holder will be responsible for all aspects of the Traffic Scotland Data Service. This includes setting direction and establishing monitoring frameworks managing our supply chain delivering data services on our behalf overseeing the integration of a wide range of data sources to streamline operations / drive insight and ultimately enhance outcomes across the transport addition the post holder will lead on the identification / introduction of new data sets (from connected vehicles for example) and support the use of evolving artificial intelligence data mining and analytics techniques to drive insight and improve outcomes.

Understand and help teams to apply a range of techniques to analyse data and provide insight including working with other analytical professionals (where appropriate)
Be proactive and present compelling findings that inform wider decisions
Apply innovative approaches to resolve problems
Turn complex data into compelling clear and actionable stories
Share data communication skills with the team and across government
Present analysis and visualisations in clear ways to communicate complex messages
Give tactical and strategic recommendations
Lead the development of performance measurement frameworks including Key Performance Indicators (KPIs)
Demonstrate a deep understanding of business goals and can turn these into tangible performance measures
Show a deep understanding of the technical concepts required for the role and understand how they fit into the wider technical landscape
understand the limitations of digital technology
Recognise the appropriate deliverables and engage the right people to meet them
Plan and proactively engage with stakeholders at the appropriate stage of the project
Demonstrate experience in meeting user needs across a variety of channels
Offer recommendations on the best tools and methods to use
Bring data together from different sources and communicate the limitations of data
Peer-review colleagues outputs to ensure quality
Work with and challenge senior stakeholders
Prioritise and mitigate constraints and can turn them into an advantage
Demonstrate a good knowledge of security and data privacy
Triage / review responses to data queries from Ministers elected representatives suppliers and members of the public seeking data. This includes supporting responses to Freedom of Information requests and considering options to make data more available.
Set strategic direction / strategy for the data service and manage all aspects of the data service delivered by external suppliers across the Traffic Scotland Infrastructure Operations and Systems contracts to ensure oversight and evaluation of the performance of the trunk road network and to ensure that contract requirements are met.

You will be expected to spend a portion of your time engaging with your DDaT specialist community for example attending community knowledge exchanges and providing technical peer support of various kinds whether expert consultancy advice code review or pair programming.
