Duties & Role:
Under the direction of the Section Head of S&R the contractor shall:
1. Support the creation and maintenance of deliverables constituting the cyber security architecture including but not limited to:
a. Architecture models that express relationships between technology/applications technology/applications functions and the business processes they support;
b. Cybersecurity service roadmaps that capture the mid and long term projection of service evolution by recording ongoing and upcoming activities implementing service improvements and associated capability improvements.
2. Support the development of S&R guidance and direction including but not limited to:
a. Architecture instructions that capture tactical operational and strategic guidance/direction to projects implementing cybersecurity;
b. Solutions that capture standard approaches to capability implementations or enforcement of security principles.
3. Contribute to cybersecurity concept and capability development;
4. Execute coordination and information gathering activities within NCSC NCIA and with stakeholders in support of the above activities.
5. Documenting results in technical reports.
Specific Working Conditions:
NCIA IT equipment will be provided for the processing of restricted information.
If working from a remote location the contractor shall provide IT equipment for the processing of public and unclassified information in support of their duties including the capability to participate in video meetings using Microsoft based collaboration tools.
The contractor may be permitted to perform work remotely from a different NATO nation than the duty location for up to a maximum of twenty percent (20%) of their total working time subject to prior approval by their Line Manager (to which they will be assigned upon contract start) and the Section Head of S&R.
The contractor may be required to travel to NCIA locations in Belgium for in-person or department such cases the contractor will be reimbursed for travel costs according to NATO regulations for traveling on NATO duty.
Each travel will be a maximum of 2 days lengths and happening no more than once per 2 months.
Contractors traveling for work purposes shall initiate travel requests from their designated duty station only.
Requirements
Skill Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A minimum requirement of a Bachelors degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience;
- Or exceptionally the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCIA that is at least 10 years extensive and progressive expertise in duties related to those in this Statement of Work.
- At least 3 years practical experience in cyber security or related field such as developing and maintaining cyber security solution architecture developing or delivering capabilities and services in the area of Cyber security or complex and demanding technical environments;
- Development of technical requirements system diagrams and other engineering products to aid Cybersecurity acquisition and procurement;
- Concept Development and Research in Cyber Security.
- Up to date knowledge and experience in the design and implementation of cyber security capabilities and supporting infrastructure elements in an operational environment.
- Up to date knowledge and experience in cryptographic technologies including Public Key Infrastructure and key management.
- Up to date knowledge and experience in identity and access management.
- Up to date knowledge and experience in network monitoring and detection technologies.
- Up to date knowledge and experience in segmentation: Boundary protection (firewalls) on-premise and cloud-based equivalents.
- Up to date knowledge and experience in the design of the above cyber security capabilities on cloud infrastructure.
- Knowledge in computer forensics.
- Knowledge in opportunities and risk of utilisation of emerging and disruptive technologies such as Artificial Intelligence.
- Knowledge in Zero Trust principles and architectures.
- Knowledge in risk management.
- Ability to apply architecture methodologies to express complex systems of systems in architectural terms and models of varying detail.
- Very good communication and analytical skills.
- Language proficiency in English: meet or exceed the NATO STANAG 6001 Level 3 Professional Proficiency.
- Proficient at using the ArchiMate modelling language.
- Relevant certifications in cyber security such as Certified Information Security Manager (CISM) Certified Information Systems Security Professional (CISSP) or GIAC Security.
- Relevant certifications in architecture and service delivery such as The Open Group Architecture Framework (TOGAF) ArchiMate modelling language and ITIL. The lack of certification may be compensated by the demonstration of knowledge through experience.
Desirable Experience:
- Experience in working for or supporting a military or governmental organization.
