Head, NATO-wide Social Securities and Insurances
Job Summary
1. SUMMARY
Within NATOs International Staff (IS) the NATO Human Resources (NHR) Office is comprised of five pillars: Talent Management; HR Services; NATO-wide HR Policy and Strategy Coordination; Organisational Design and Development and the HR Digital Services.
Within HR Services the incumbent is responsible for all matters pertaining to NATOs Social Securities and Insurances of varying nature for NATO and NATO-wide Agencies retirees and other NATO entities. The management of the NATO-wide Social Security Scheme includes health insurance life insurance disability coverage and wellbeing programmes and initiatives. The Head of the Unit will be required to undertake strategic planning and oversight to strengthen the efficiency sustainability and alignment of these functions with institutional objectives. The post holder will deputise for Head HR Services during their absence.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
possess a university degree or equivalent level of qualification in human resources business administration finance economics statistics or a related field;
have at least 7 years relevant experience in progressively responsible positions managing social security schemes and employee benefits insurances including in-depth expertise in the design funding administration and governance of such schemes/insurances;
have experience in supporting the development implementation and oversight of HR policies and change programmes;
have experience managing or leading teams;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; IV (Upper-Intermediate) in the other.
The following would be considered an advantage:
a graduate degree (Masters or Ph.D.) in a related field;
experience in the interpretation of contracts personnel regulations or other similar legal texts;
experience in analysing financial statements social contributions calculations or insurance premium calculations.
3. MAIN ACCOUNTABILITIES
Project Management. Lead social security and insurances related projects. This includes benchmarking on the social security systems of other international authorities. Develop promote and articulate a forward-looking vision for programmes related to health insurance life insurance disability coverage and wellbeing initiatives ensuring they remain relevant sustainable and impactful for a growing and diverse workforce.
Expertise Development. Manage the contracts for the NATO-wide Social Security Scheme i.e. the NATO-wide Medical Group Insurance the Big Risks Insurance: death invalidity temporary incapacity. Manage the different insurance contracts and explore new insurance services. Ensure that insurance contracts are in line with NATO legal requirements. Verify and calculate NATO-wide yearly social contributions and insurance premiums and monitor operations. Provide expert advice to leadership management and staff. Lead the negotiation on insurance policy renewals. Make proposals to management to enhance the viability of the Group Insurance contract by identifying and negotiating opportunities for savings cost containment overseeing the implementation of remedial actions and responding to IBAN requests.
People Management. Create a motivating and effective workplace. Provide in-depth mentoring coaching and training opportunities and be available to offer guidance at critical moments. Ensure that all staff under their responsibility are clear on Organizational and NHR objectives and projects. Provide regular and fair feedback on performance. Supervise the teams of Insurances and the Medical Unit including the Medical Advisor who remains independent in their medical advice capacities.
Knowledge Management. Draft memoranda and office notices. Manage and contribute to the update of relevant reference guides procedures and assessments. Provide relevant financial inputs for audits expenses and incomes studies asset and liability analyses accounting and financial statements. Assist the Head HR Services in the preparation of yearly reports. Oversee the flow of information and the database for staff members on insurance related matters.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Head HR Services.
Interactions: The incumbent is the lead contact with the insurers and third-part administrators of the group insurance contract and other insurances companies. The post holder also liaises with all relevant stakeholders of the Organization including the senior leadership. The incumbent is in contact with insurance officers of other International Organisations and liaises with OECD/ISRP. The incumbent acts as special advisor within the Supervisory Committee of the Retirees Medical Claims Fund.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
