Summary of Responsibilities:
Under the direction of the Vice President for Early Childhood Services the Health Services Manager is responsible for managing comprehensive health and nutrition services that promote the health safety and well-being of Head Start and Early Head Start children and families. This position ensures full compliance with the Head Start Program Performance Standards state and local public health regulations and Child and Adult Care Food Program (CACFP) requirements. The nurse supervises health staff and nutritionists coordinates screenings and follow-up care provides health education to families and collaborates with community providers to ensure accessible high-quality care for all enrolled children.
Qualifications/Education and Experience:

Registered Nurse (RN) license in the State of NY preferred; Bachelor s degree in Public Health or related field required.

Minimum of three (3) years of professional nursing experience preferably in pediatrics community health or public health.
-
Minimum of three (3) years of experience in a supervisory or lead role in Community Health or program management roles.
-
Demonstrated knowledge of Head Start Program Performance Standards preferred CACFP requirements and child development principles or has worked for at least 3 years in a highly regulated environment.

Strong communication leadership and organizational skills required.
-
Ability to work effectively with diverse populations.
-
Demonstrated experience in examining and re-engineering operating procedures; formulating researching implementing and monitoring policies/mandates including balancing regulatory requirements with budget constraints.

Must be attentive to details; have solid analytical negotiation and problem-solving skills; good organizational & planning skills; and excellent time management; ability to meet tight deadlines and manage multiple priorities.

Demonstrated knowledge of strategic planning and execution; evaluation self-assessment organizational development & change management practices; ability to analyze and assess staff/executive training and development needs.

Requires highly developed interpersonal verbal and writing skills as well as good customer service skills and must have good public speaking and facilitation skills; Experience in the design and delivery of training is required

Requires the ability to work independently and as part of a team initiate and complete assignments without direct supervision.

Demonstrated experience in coordinating and implementing unique events/activities and initiatives; experience in identifying and soliciting resources/funding/grants to support program efforts required.

Must be highly proficient in the use of Microsoft Office products have experience in program design and data management systems and have knowledge of computerized information systems used in management applications.

Must pass and maintain full clearance from the Office of Children and Family Services NYS Central Registry (SCR) and the Justice Center of New York etc. before and after hire that allows unsupervised contact with children.

Staff and volunteers who have an indication of child abuse maltreatment or neglect or who cannot be left unsupervised with children will not be hired or retained.

Flexible schedule to attend evening meetings agency training and participate in special Agency events.

Requires physical health and physical capability to work in an office setting. Requires a valid NYS Driver s License and access to reliable transportation.
Job Duties:

Develop implement and update health nutrition and safety policies and procedures in accordance with federal state and local requirements.

Monitor program operations for compliance with Head Start Performance Standards CACFP and local health regulations.

Conduct regular reviews of health data child records and agency food service logs to ensure accuracy and compliance.
-
Participate in program self-assessments community needs assessments and federal or state monitoring reviews.
-
Prepare and maintain health and nutrition reports including CACFP documentation and required health outcome data.
-
Supervise health staff and nutritionists; assign duties conduct performance evaluations and provide ongoing training and professional development.
-
Ensure staff follow appropriate procedures for food handling child health documentation medication administration and infection control.
-
Guide classroom staff in implementing health and safety routines and responding appropriately to health concerns or emergencies.
-
Oversee required screenings (hearing vision growth and developmental) and track medical dental and immunization compliance for each child.

Follow up with families and healthcare providers regarding child health needs treatment plans and ongoing medical care.

Maintain communication with community health and social service agencies to support referrals and partnerships.
-
Provide consultation for children with special health care needs or chronic conditions collaborating with staff and healthcare professionals to develop individual health plans.

Supervise food service operations to ensure CACFP compliance and adherence to menu planning portion control and food safety guidelines.
-
Collaborate with the nutritionist or food service manager to create developmentally appropriate culturally responsive menus that support children s healthy growth.

Monitor meal service to ensure children s dietary restrictions allergies and special nutritional needs are met safely.

Review and analyze food service records and expenses for quality control and budget compliance.

Provide health and nutrition education to parents through workshops newsletters and individual consultations.

Support families in understanding well-child care needs preventive health measures and community resources.

Encourage parent participation in promoting health safety and proper nutrition at home and in the program.

Collaborate with Family Services staff to identify and assist families with unmet health or nutritional needs.
-
Conduct training for staff on topics such as first aid CPR universal precautions medication administration allergy management and emergency preparedness.

Lead safety drills and review procedures to maintain readiness for potential health or emergency incidents.

Monitor compliance with sanitation and infection control procedures throughout program sites.
Physical Demands:
The physical demands described here represent those that must be met by an employee to successfully perform the essential functions of this position. This role requires good physical health and the ability to work effectively in an office setting as well as frequent travel to various Agency Head Start/Early Childhood Services (HS/ECS) and community sites to conduct meetings training monitoring and events.
Employees in this position must be capable of performing moderate physical activity including occasional stooping crouching bending kneeling or crawling (e.g. during classroom observations or site visits). Work may also involve extended periods of sitting (such as report writing or meetings) and frequent standing or walking for extended durations (such as during presentations recruitment events or training sessions).
This position may occasionally require lifting carrying pushing or pulling heavy objects or materials. The employee must be able to lift and move items weighing up to 50 pounds (e.g. supplies equipment or program materials).
Specific vision abilities required include close vision distance vision peripheral vision color vision and the ability to adjust focus. The employee must also possess sufficient hearing and speech capacity to receive understand and communicate verbal and written instructions effectively in a variety of work environments.
Occasional evening or weekend work may be required in response to emergencies accidents inspections or essential program needs. Management or staff may be called upon to assist with urgent matters perform follow-up actions or complete required reports and documentation outside of regular working hours.
