Main Purpose of Job
The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) charged with monitoring the quality of care in Marylands health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated State survey agency in Maryland. OHCQ issues licenses authorizing the operation of a business in Maryland; recommends certification to CMS authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and provides technical assistance and education to providers consumers and other stakeholders.
The Program Manager provides technical supervision training and mentoring to coordinators; develops and manages all policies procedures and training materials for the unit; reviews certain statements of deficiency prior to issuance; and in complex situations assists in determining if a providers plan of correction is acceptable. Additionally the Program Manager develops and oversees all processes for the unit; provides technical assistance; proactively identifies opportunities for regulatory efficiency and effectiveness; monitors and manages the units budget; tracks and interprets data and identifies industry trends; and serves as the main liaison to stakeholder organizations and agencies. Regarding enforcement the Program Manager recommends enforcement remedies to the Deputy Director of State Programs; ensures timely preparation for informal dispute resolution conferences; and provides testimony in administrative appeals administrative hearings and other court proceedings.
The Program Manager also periodically participates as a surveyor to conduct licensure and survey activities in licensed and unlicensed health care facilities or programs on behalf of MDH. The purpose of these activities is to determine if a facility or applicant is in compliance with State federal and local laws and regulations standards of care and standards of Program Manager must understand the complexities of the health care spectrum as it intersects with assisted living facilities and adult medical day care centers. These activities directly support OHCQs mission to protect the health and safety of Marylanders in the health care continuum.
This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agencys needs.
MINIMUM QUALIFICATIONS
Desired candidates should possess a Bachelors degree from an accredited college or university and six years of health or human services administrative or professional experience including three years at a supervisory or managerial level. A Masters degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess:
- Experience effectively managing multiple teams
- Experience with licensure regulatory auditing or quality improvement systems
