Maryland Department of Labor is currently accepting applications from qualified candidates for the position ofWorkplace Rights Enforcement Supervisor (Administrator III) within the Division of Labor and Industry Wage & Labor Standards Program to oversee the Workplace Fraud Unit.
The DLI team is passionate about our mission of protecting and promoting workplace rights and the health and safety of workers and the public. Our Wage & Labor Standards program is dedicated to proactive integrated enforcement of Maryland labor standards laws and meeting workers where they are. The Workplace Fraud Unit ensures that Maryland workers in the construction and landscaping industries are properly classified so that they receive the rights and benefits to which they are entitled and so that companies pay the full labor costs including unemployment and tax obligations - that they are required to pay. The Supervisor oversees the units field investigative staff in their work of interviewing workers on job sites gathering and reviewing documentaryand other evidence and making prompt merit determinations. The unit works closely with other units in the Wage & Labor Standards programs to ensure thoughtful and coordinated enforcement.

Wage & Labor Standards is headquartered in Hunt Valley (Baltimore County) and maintains a satellite office in Silver Spring Maryland and Rockville Maryland. If the selected candidate resides closer to Silver Spring or Rockville the official duty station may be adjusted accordingly.
Main Purpose of Job
The main purpose of this position is to direct and assist in the direction of the daily operations of the Workplace Fraud Unit (WPF) consistent with the standards and procedures adopted by the Commissioner of the Division of Labor and Industry. Encompasses the full performance to managerial levels of administrative staff work related to the administration of departmental policy and oversees and coordinates agency operations and functioning as a special assistant to higher level management. Engaged in overseeing and coordinating agency operations; responsible for planning organizing implementing administering and supervising the interpretation and application of agency policies directives and procedures designed to accomplish the mission of the agency. Functions as special assistant to program manager or chief; responsible for program and project review development evaluation and coordination. Oversees and coordinates agency operations; supervises staff comprised of Investigators or Compliance Workplace Rights Enforcement Supervisor (Administrator III) must be able to read and speak Spanish and English fluently to ensure effective communication with workers and employers in the construction and landscaping industries where the workforce is comprised primarily of Spanish speakers and to provide effective oversight to the units bilingual staff.
This Workplace Rights Enforcement Supervisor (Administrator III) position is responsible for providing fluentbilingual translation and interpretation services to Spanish speaking customers on behalf of the Division of Labor andIndustry.
This position requires field work and is not telework eligible.
POSITION DUTIES
Plans and organizes workload of investigative staff to ensure program performance is achieved and overallmission of the Division is satisfied. Administers reviews. and makes recommendations relative toinvestigations inspections program policies and actions consistent with direction and administrationpriorities; may also include professional technical administrative or clerical workers.
Interprets and applies or oversees the application of agency policies rules and regulations to accomplish thework of the Workplace Fraud Unit. Implements new regulations and policies as directed by uppermanagement; sets goals and deadlines and oversees the workflow of WPF; and coordinates workflow withadministrators of other units in areas of work spanning multiple units.
Prepares reports monitors and compiles performance indicators for monthly and quarterly processManaging for Results (MFR) reports and Ad-Hoc meetings or methods of doing business: reviews evaluatesand assists in the development of agency policies and programs; promotes the work of the agency throughfrequent contact with interested groups and individuals; makes recommendations to upper management andexecutives concerning new or revised legislation affecting the agency; develops and recommends newstandards. methods of operation and new technology to accomplish the mission of the agency; may work onsensitive and confidential projects requiring discretion and judgment in the release of information; may act asthe representative of the executive in meetings and conferences; may act as a liaison between the executive andagency units; and may act as team leader for special projects.
Evaluates efficiency of operations and develops revises and recommends new policies standards andworkflow procedures using new technology where appropriate. Monitors and tracks the performance ofindividual employees and ensures that personnel evaluation and performance process is completed consistentwith laws and regulations. Coordinates leave and staff coverage of the Workplace Fraud Unit.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

Two years of supervisory experience over administrative investigative field or regulatory staff including investigations report writing policy application communication and Spanish fluency.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
