Assistant Resource Management Officer
Organizational Setting and Work Relationships
The Assistant Resource Management Officer position is normally part of the Resource Management (RM) Unit within a division regional bureau or country office and s/he normally works under the direct supervision of an (Associate) Resource Management Officer and may supervise general service staff.
The incumbent supports the planning management and reporting on all staffing administrative and operational resources allocated to the division/bureau/country office.
The Assistant Resource Management Officer works closely with Heads of Services/Sections/Units and counterparts in other divisions/work units at HQ and Field Offices as required as well as with other external interlocutors such as service providers operational partners and partner organizations.

Duties
Implement general administrative and resource management support functions.
Assist in planning managing and reporting on staffing administrative and operational resources allocated to the Division/Bureau/Country Office.
Support the analysis of financial human and material resource needs within the Area of Responsibility (AoR) including strategic multi-year planning resource allocation forecasting processes and budget preparations to ensure optimal resource utilization.
Provide guidance on the application of UN and UNHCR policies and procedures related to resource management ensuring coherence consistency and compliance with established rules and regulations.
Support management on human resources management issues and maintain liaison with relevant support/functional sections on planning management and administration of staff including temporary staff and additional workforce.
Support the analysis staffing requirements within the AoR advise on the creation/discontinuation and reclassification of posts and ensure necessary follow-up actions within change management processes.
Support the coordination the timely submission of reports including Annual Programme and Mid-Year Reviews and materials needed for reporting purposes.
Maintain records manage data files and produce statistics on covered subjects.
Support the provision of resources (human travel material and services) necessary to support day-to-day activities. Implement and/or coordinate administrative tasks such as commitments creation requisitions purchase orders invoice monitoring asset records maintenance and meeting/workshop arrangements.
Assist in knowledge management by updating relevant intranet pages.
Ensure compliance with UNHCRs human resources policies and UN/UNHCR staff rules and regulations for staff recruitment post requirement submission and staff entitlements regarding postings and promotions.
Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
Experience contributing to budget formulation implementation and reporting e.g. annual planning mid-year review reporting frameworks..
Knowledge of and practical experience in procure to pay process.
Demonstrated experience of UNHCR ERP systems (e.g. WorkDay COMPASS and Oracle/Cloud ERP).
Proficiency in Excel mandatory (advanced functions pivot tables data analysis) good command of VISIO an asset
Solid understanding of UNHCR staff rules policies and administrative framework. Strong experience in stakeholder management in a multicultural service-oriented environment.
Knowledge of general accounting and IPSAS specific principles and RBM framework.

Nature of Position:
The Division of Resource Management (DRM) safeguards and manages UNHCRs financial resources ensuring robust management of resources compliance transparency and cost-effectiveness. DRM oversees resource allocation budgeting financial reporting treasury management external audit coordination and compliance with financial regulations rules and internal controls.
DRM also manages corporate activities delivering key services to operations including fleet travel facilities and the solarization of offices to be accounted for in a special fund the Self-Financing Activities (SFA) Fund. The Management Advisory team situated within the Office of the Controller and Director of the Division plays a central advisory role in guiding the Divisions strategic and operational direction.
As the retained Resource Management Unit (RMU) capacity the team acts as a trusted advisor to the Controller and Division Director providing high-level strategic guidance and delivering targeted support on complex planning management and organizational addition to its advisory function the team plays a key role in facilitating coordination across the various sections and units of the Division ensuring that strategic planning resource allocation and operational priorities are coherent aligned and mutually reinforcing.
Its core mandate is to ensure that the Divisions resource management and planning processes are robust forward-looking and aligned with organizational priorities while fostering collaboration and integration across DRMs diverse functional areas. Through this dual roleadvisory and integrativethe team contributes to informed decision-making enhanced efficiency and stronger organizational impact.
The team guides the preparation of the Divisions programme budget encompassing staff administrative and operational components. It is responsible for identifying both financial and human resource requirements guiding the allocation of available resources and ensuring that activities are prioritized and implemented with maximum efficiency and addition to its internal planning and coordination functions the team serves as a key advisory body to DRMs senior management offering authoritative guidance on financial management budgeting human resources procurement compliance and general administration. It also manages strategic relationships with internal counterparts such as the newly established HQ Support Service (HQSS) and Global Shares Service (GSS) the Division of People Management (DPM) the Division of Emergency and Programme Support (DEPS) and the Division of External Relations (DER) ensuring coherence and alignment across administrative functions.
