Job Summary

The SFPUCs Wastewater Enterprise (WWE) Capital Program seeks to address long-term capital needs for San Francisco water and wastewater facilities addressing reliability sustainability aging infrastructure/technology and future environmental regulatory requirements.

The Project Manager I (PM I) position will be responsible for leading the effort to complete the Planning and EIR phases for the Southeast Plant (SEP) Warehouse and Parking Planning and SEP South Campus Improvement Planning projects.  The work includes preparing and monitoring the project budget including occasionally obtaining funding; controlling project cost and schedule; coordinating CEQA review processes and/or obtaining permits; reviewing change orders; coordinating work of a multi-disciplinary technical staff across organizational boundaries; working with consultants private contractors special interest groups governmental funding and regulatory agencies City and County departments; and other duties as required.

Additionally the PM I will assist the Senior PM assigned to oversee Building and Facilities capital improvement projects within the 10-Year Wastewater Enterprise Capital Program adopted by the SFPUC.  Under general administrative direction of the senior Project Manager the PM I will assist in efforts to successfully deliver the SEP Operations Engineering and Maintenance Buildings project.  The work includes assisting Senior PM with coordination with regulatory agencies stakeholders and management of the scope schedule and budget.  Prepare funding transfers review change orders attend meetings with contractors and construction management staff.

Essential Functions:

  • Project Management: Manage project budget schedule and scope.
  • Planning:  Needs Definition Condition Assessment. and Conceptual Planning: Define the project needs assess the conditions of all existing pertinent facilities and identify feasible alternatives to address project needs.
  • Environmental Review: Conduct required environmental studies and analyze and evaluate project alternatives. If necessary prepare draft and final EIR for circulation and public hearings. Pursue negative declaration if feasible.
  • Design and Design Criteria: Develop 100% construction documents (plans and specifications) for the project.
  • Bid and Contracting Support: Provide support to PUC Contracts for bidding the SFPUC award process and contracting.
  • Construction Management Support: Provide construction management support to facilitate project construction.
  • Operational Start-Up and Close-Out:  Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in financial close-out of the projects.

 Class 5502 performs other related duties as required.


Qualifications :

  • Bachelors Degree in architecture engineering or planning plus four years of responsible architectural engineering or construction management experience OR
  • A Bachelors Degree in another field plus six years of responsible experience in a field directly related to the project OR
  • Eight years of architectural engineering or construction management experience in a field directly related to the project OR
  • California registration as professional engineer or architect.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate should have a minimum of six (6) years of verifiable infrastructure related experience in all phases of the project planning environmental review right-of-way acquisition design construction and closeout using project management processes and have worked either as a project lead (Project Manager Project Engineer Resident Engineer or Construction Manager) in a major infrastructure construction project.  In addition the ideal candidate should be knowledgeable with initiating managing and controlling a project using project control tools or working with project controls staff.  Familiarity with SFPUC organization protocols and procedures is preferred. To prove a proficiency in project management skills a candidate with PMP certification from the Project Management Institute is desired.
