Senior Finance Manager (Payroll & Retirement Benefit Section) ()
The appointee is expected to assist the Assistant Director of Finance in supervising a team of 13 accountingstaff to carry out the following duties:
Responsibilities:
- Oversee the payroll and staff benefits team ensuring accurate and timely processing of staff payroll compensation retirement and fringe benefits;
- Supervise the administration of retirement benefit schemes and outpatient medical claims to ensure compliance with statutory and the Universitys policies and procedures;
- Serve as recording secretary for the Provident Fund Supervisory Board including drafting meeting minutes and handling related secretariat duties;
- Coordinate with service providers and Human Resources Office on matters relating to staff medical insurance and retirement benefit plans;
- Lead the implementation and continuous improvement of payroll processes systems and internal controls;
- Assist in budgeting forecasting staff cost commitments and auditing processes pertaining to staff payroll and benefits expenditures;
- Provide guidance on complex payroll and benefits issues and resolve queries from staff;
- Monitor relevant changes in labour laws taxation and compliance regulations affecting payroll and retirement benefits and recommend procedural updates where necessary;
- Prepare reports and analyses related to payroll and retirement benefits for management review;
- Assist in reviewing relevant accounting policies and procedures and support the implementation of financial systems related to payroll and benefits administration; and
- Perform other ad-hoc duties as assigned.
Requirements:
- A bachelors degree in accounting with a minimum of eight years of relevant experience and at least five years of solid supervisory experience gained from sizeable companies;
- Must be a qualified accountant with membership of a recognised professional accounting body;
- Strong analytical mind good interpersonal communication skills problem solving skills and willingness to accept new challenges;
- Good numerical sense and detailed-minded in planning/execution;
- Strong leadership self-initiative and organisational skills in coaching motivating and retaining talent;
- Ability to work under pressure independently and meet tight deadlines; and
- A good command of both written and spoken English and Chinese includingMandarin.
Shortlisted candidates will be invited to attend a written test and an interview.
The initial appointment will be offered on a fixed-term contract of three years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.
Salary will be commensurate with qualifications and experience.
