ROLE OVERVIEW
The C ram SME serves as the authoritative technical and functional expert bridging the gap between Missouris legacy eligibility infrastructure and the incoming ServiceNow platform. You will work alongside the Lead Business Analyst Solution Architects and Developers to ensure that all existing business rules eligibility logic and data dependencies are accurately captured translated and validated in the new system.
KEY RESPONSIBILITIES
- Serve as the primary subject matter expert on C ram-based eligibility systems (MEDES/FAMIS) to support accurate functional requirements translation.
- Analyze and document existing C ram business rules workflow dependencies and data models to inform ServiceNow configuration decisions.
- Partner with Solution Architects and Developers to design migration and encapsulation strategies for legacy system logic.
- Support the Eligibility Caseworker Case Management system design - ensuring the new ServiceNow Single-Pane-of-Glass workspace preserves all legacy caseworker business functions.
- Assist in the H.R. 1 Compliance Logic development (Deliverable D04) by translating 80-hour community engagement tracking rules and 6-month redetermination cycles into system requirements.
- Validate integration data mapping between legacy MEDES/FAMIS and new ServiceNow PSDS modules.
- Participate in UAT by validating that new system behavior correctly mirrors legacy eligibility rules.
- Support development of knowledge transfer materials and C ram-to-ServiceNow transition documentation.
- Advise on MITA 3.0 maturity advancement in Eligibility & Enrollment business areas (Deliverable D07).
REQUIRED QUALIFICATIONS
- Minimum 5 8 years of direct hands-on experience with C ram Social Program Management platform.
- Mandatory: Prior experience on public sector or government projects - specifically state Medicaid or social services eligibility systems.
- Deep functional and technical knowledge of Medicaid and CHIP eligibility determination business rules.
- Experience supporting legacy-to-modern system migrations and business rule extraction.
- Understanding of state eligibility systems such as MEDES FAMIS or functional equivalents.
- Strong documentation skills - ability to produce detailed functional specifications and data dictionaries.
PREFERRED QUALIFICATIONS
- Experience specifically with Missouri MEDES and/or FAMIS systems.
- Knowledge of IBM C ram SPM configuration rules engine and evidence framework.
- Familiarity with CMS Medicaid eligibility regulations Affordable Care Act (ACA) rules and H.R. 1 community engagement requirements.
- Experience with ServiceNow or equivalent modern SaaS platforms as a migration target.
- MITA 3.0 knowledge and experience with Medicaid IT Architecture assessments.
