Main Purpose of Job

The Investigator III serves show cause orders and subpoenas for witnesses and records in Child In Need of Assistance (CINA) Termination of Parental Rights (TPR) and Adult Protective Services (APS) cases. The employee uses investigative techniques to track down the location of persons to be served. These functions facilitate the timely resolution of court proceedings.

POSITION DUTIES

  • Serves initial process including show cause orders to parties and subpoenas to witnesses and custodian of records in accordance with legal requirements.
  • Conduct field investigations and interviews with potential leads to achieve service of process; Investigates various available databases and other techniques to and confirm the real-time location of witnesses and parties to Adult Protective Services (APS) Child In Need Assistance (CINA) and Termination of Parental Rights (TPR) cases.
  • Compiles and provides written monthly reports related to Child In Need Assistance (CINA) and Terminating of Parental Rights (TPR) cases.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Graduation from an accreditedhigh school or possession of ahigh school equivalency certificate.

Experience: Three years of experience in income maintenance investigation or income maintenance eligibility determination.

OR

Four years of experience in claims credit or administrative investigative work law enforcement or licensed detective work involving investigations.


Notes:

1. Candidatesmay substitute education at an accredited college or university at the rate of 30credit hours for up to one year of the required experience.

2. Candidatesusing licensed private detective for all or part of the required experience must list the license number and date of issue on the application.

3. Candidates may substitute U.S. Armed Forces military serviceexperience as a non-commissioned officer in General Investigationclassifications or General Investigation specialty codes in theInspection Investigation Enforcement and Compliance field ofwork on a year-for-year basis for the required experience..

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

  • One year of experience preparing and presenting reports and/or recommendations clearly and concisely.
  • One year of knowledge using Social Media platforms.
  • One year of experience completing court affidavits.
  • One year of experience using Microsoft Suite and Gmail.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

  • Employees in this classificationmay be required to own and operate an automobile. Standard mileage allowance will be paid.
  • Employees in this classificationmay be required to work variable hours.

EXAMINATION PROCESS

The examination will consist of a rating of your education training and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore it is important that you provide complete and accurate information on your application.

For education obtained outside the U.S. a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).

Annual Leave ten (10) days of accumulated annual leave per year.

Sick Leave fifteen (15) days of accumulated sick leave per year.

Parental Leave up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays State employees also celebrate at least twelve (12) holiday per year.

Pension State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
