RELYANT Global LLC is seeking an experienced Program Manager (PM) to provide subject matter expertise in support of the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) programs. The PM will support operations both CONUS and OCONUS.
This role requires strong leadership operational oversight and technical expertise in monitoring & evaluation (M&E) process mapping auditing and performance management ideally within the security assistance sector. The PM will ensure effective program delivery aligned with contractual requirements and U.S. Government standards.

Key Responsibilities
Lead and manage program execution in support of INL objectives ensuring compliance with contract requirements and performance standards
Provide subject matter expertise in process mapping auditing and performance management
Oversee monitoring & evaluation activities including data collection analysis and reporting
Develop and implement standard operating procedures (SOPs) policies and training materials
Manage personnel including supervision mentoring and performance oversight
Coordinate CONUS and OCONUS logistics operations particularly related to defense articles and overseas program support
Prepare and deliver clear concise reports and presentations for U.S. Government stakeholders
Ensure adherence to security protocols and operational requirements in austere and high-risk environments
Operate in dynamic environments requiring adaptability and sound decision-making
Skills and Qualifications
Bachelors degree from an accredited institution
Minimum five (5) years of experience in one or more of the following:
Monitoring & Evaluation (M&E)
Strategic planning
Process mapping
Performance management
Auditing and/or program administration
Minimum two (2) years of experience in a team lead or staff management role
Minimum two (2) years of experience supporting overseas logistics programs preferably:
OCONUS environments
Defense articles or security assistance programs
Demonstrated experience developing training materials policies and procedures
Proven ability to produce clear concise written reports and presentations in English
Proficiency in Microsoft Word Excel and Outlook
Strong interpersonal and leadership skills
Ability to drive armored vehicles
Willingness and ability to be based in Port-au-Prince Haiti
Required Credentials
Active Secret Security Clearance
U.S. Citizenship
Preferred Qualifications
Experience supporting Department of State (DoS) INL programs
Background in security assistance foreign assistance or international development programs
Fluency in French and/or Haitian Creole
Work Environment
OCONUS assignment in a high-risk dynamic operational environment
